The objectives of this research are to examine the factors in Japan behind good governance and the confidence citizens feel in the administration, and to analyze which of the factors among the factors on the government side and on the citizen side affect the citizens’ confidence in the government. Toward this, the definition of governance by the Organization for Economic Cooperation and Development (OECD) and the previous research on confidence in East Asia were reexamined, and it was assumed that confidence in the government is the result of the government’s achievements divided by the citizens’ expectations. Data on Japan from within the World Values Survey was used and, among the factors on the government side in which citizens have confidence and the factors on the citizen side who have confidence in it, those factors that have an effect on confidence were clarified. In this research, following the analysis of the factors that have an effect on the confidence placed in the administration, it was understood that the factors on the side of the government in which confidence is placed have slightly greater explanatory power than the factors on the citizen side who have confidence in it. It was also clarified that respect for human rights and an administration’s achievements are important factors in determining citizens’ confidence in their government.

본 연구의 목적은 일본의 굿거버넌스와 시민의 행정에 대한 신뢰요인에 대해서 검토하고 정부측 요인과 시민측 요인 중 어느 요인이 시민의 정부신뢰에 영향을 미치는가를 분석하였다. 이를 위해서 경제협력개발기구의 거버넌스 정의와 동아시아의 신뢰에 관한 연구를 살펴보고 정부에 대한 신뢰는 정부의 성과를 시민의 기대로 나눈 것이라고 가정했다. 그리고 세계가치관조사의 일본 데이터를 사용하여 신뢰받을 수 있는 정부 측 요인과 신뢰하는 시민의 측 요인 중 어느 것이 영향을 미치고 있는지를 밝혔다. 본 연구가 행한 행정신뢰에 영향을 미치는 요인을 분석한 결과, 신뢰받는 정부 측 요인이 신뢰하는 시민 측의 요인보다 다소 설명력이 높은 것으로 나타났다. 또한 인권존중 및 행정실적이 정부 신뢰를 규정하는 중요한 요인임이 밝혀졌다.

本研究の目的は、日本のグッドガバナンスと市民の行政に関する信頼への要因について検討し、政府側の要因と市民側の要因のうち、どの要因が市民の政府の信頼に影響を与えるのかを分析した。このため、経済協力開発機構のガバナンスの定義と東アジアの信頼性に関する先行研究を改めて検討し、政府に対する信頼は政府の成果を市民の期待で割ったものと仮定した。世界価値観調査の日本のデータを使用して、信頼される政府側の要因と信頼する市民側の要因のうち、どれが影響を及ぼしているのかを明らかにした。本研究において、行政の信頼に影響を与える要因を分析した結果、信頼される政府側の要因が信頼する市民側の要因よりもやや説明力が高いことが分かった。また、人権の尊重と行政の実績が政府の信頼を規定する重要な要因であることが明らかになった。
