Cultural Policy and Humanities of Japan after the War Cho, Kwanja This paper investigates and analyzes about cultural policy development of Japan and correlation of humanities after the World War II. Humanities provided important ideological and political foundation when Japan was overcoming imperialism and the ‘economic animal’ image of the Japanese. Especially, the four scholars (Abe,Amano, Tanaka, Morito) who lived at the time of political chaos after war are focused in this paper. As appointed ministers of education, they leaded law establishment and educational reforms based on peace and humanities. Since 1968, the agency for cultural affairs conducted cultural policy which combined regional development and pursue of cultural period of the entire nation. Also since 1970’s, cultural diplomacy purposing international cultural dispatch and enhancement of national image has started. The academic diplomacy based on achievement of humanities progressed actively since 1980’s. After 1990’s, cultural policy for breaking through economic stagnation is continuing with cultural capital accumulated in the Era of High Economic Growth. In that process, tradition of humanities is reinforcing cultural infrastructure and enhancing national competitiveness.

이 글은 전후 일본의 문화정책 형성과 인문학의 상관성을 조사, 분석하였다. 일본이 제국주의의 과거와 ‘경제동물’의 이미지를 극복하고 ‘문화국가’로 거듭나는 과정에서 인문학은 중요한 사상적⋅정책적 기반을 제공했다. 특히 전후 혼란기에 인문학자 아베 요시시게(安倍能成), 아마노 테유(天野貞祐), 법학자 다나카 고타로(田中耕太郎), 사회사상가 모리토 다츠오(森戸辰男)는 문부대신으로 등용되어 평화주의에 입각한 법제정 및 인문주의에 기초한 교육개혁을 주도하였다. 1968년 이후 문화청은 전 국민이 지역개발과 결합하여 문화시대를 추구하는 문화정책을 실시하였다. 또한 1970년대 이후에는 국제적인 문화 발신 및 국위 선양을 목적으로 한 문화외교를 시작하고 1980년대에는 인문학적 성과에 기반한 학술외교도 본격적으로 전개하였다. 1990년대 이후 일본은 고도성장기에 축적된 문화자본을 기반으로 하여 경기침체를 적극적으로 돌파하는 문화정책을 지속적으로 전개하고 있다. 그 과정에서 인문학의 전통이 사회의 문화적 기반을 강화하고 국가경쟁력을 제고하는 데 기여하고 있다.
