In the 21th century, police organizations of each country put much effort, in order to utilize limited resources and personnel efficiently, These efforts were especially active in european countries such Germany and Austria. This research focused on the cases of Bavaria and Baden-Württemberg, where police reformation was most active among 16 state governments in Germany. These two state polices are known as the most successful police reformation cases from 2005 to 2014. Above all, I’d like to analyze what South Korean police organization can learn from their success in regard of police reformation, especially that they reformed the previous 4-staged police structure which included police office into the 3-staged police structure which excluded all police offices by interior ministries of both state governments. This case indirectly affected police reformation of Austria as well, and put us some points to think of, where only state police is operated for 71 years. For police of South Korea, even if the current organization structure is maintained, police personnel will be endlessly insufficient. Besides police organization reformation, it is necessary to utilize police personnel by policy reformation by at least replacing police personnel. It would be meaningful to adopt what european police organization has done, for example, replacing police personnel at the National Police Agency, District Police Agencies, and police offices by general administrative personnel, and replacing the majority of current police personnel into patrol division(Polizeiinspektion)/police post(Polizeiposten). Reformation takes pain in every organization, but it is necessary for people and citizens.

각 국가의 경찰조직들은 21세기에 접어들어 부족한 자원과 인력을 최대한 효율적으로 활용하기 위한 노력에 심혈을 기울이고 있다. 이러한 노력들은 독일, 오스트리아 등 유럽국가들에서도 매우 활발하게 진행되어 왔다. 본 연구는 독일의 16개주 정부들 중 가장 활발하게 경찰개혁을 단행한 바이에른(Bayern)주와 바덴-뷔르템베르크(Baden-Württemberg)주를 중심으로 살펴보았다. 위 두 개의 주경찰은 2005년부터 2014년 까지 가장 성공적인 경찰개혁을 이룬 대표적인 경우로 알려져 있다. 무엇보다 이들의 성공사례를 분석해 보고 이들로부터 우리나라 경찰조직이 경찰개혁적 차원에서 얻을 수 있는 시사점은 무엇인지를 살펴보는 동시에, 특히 위에서 소개한 두 개 주정부의 내무부로부터 단행한 경찰개혁은 기존의 경찰서 제도를 포함한 4개층 경찰구조에서 주경찰청(Landespolizeipräsidium) - 지방경찰청(Polizeipräsidien) - 지구대(Polizeirevier/Polizeiinspektion)/ 파출소(Polizeiposten) 라는 3개층 구조로 개편한 것으로 경찰서를 모두 폐지한 점이다. 독일의 경찰서 폐지 사례는 오스트리아 경찰개혁에도 직접적인 영향을 주었으며, 71년 동안 국가경찰제로만 운영해 나온 우리나라 경찰제도에도 개혁의 방향을 음미해 볼 수 있도록 하는 좋은 시사점을 던져주고 있다. 우리나라 경찰의 경우 현재와 같은 조직체계를 유지하는 한 경찰인력은 끊임없이 부족할 것이다. 비록 경찰조직개혁을 제외하더라도 최소한 경찰인력의 재배치라는 경찰개혁을 통해 부족한 경찰인력을 최대한 활용할 필요가 있다. 예를 들어 유럽의 경찰조직처럼 경찰청, 지방경찰청, 경찰서 단위의 경찰인력을 일반행정직공무원 인력으로 대체하고 대다수의 현직 경찰인력들을 지구대(Polizeiinspektion)/파출소(Polizeiposten)로 재배치하는 경찰개혁 시스템을 도입하는 것을 심층 고려해 보는 것도 의미가 크다고 본다. 개혁이란 어느 조직에서든 고통이 따르지만 이는 국민과 시민을 위한 중대 사안이다.
