Gakgukyakjanghappyeon(各國約章合編) - a compilation of agreements with different countries - was the official reference book by the central government used to resolve issues when there were diplomatic or trade issues. This book contained a compilation of newly made agreements, detailed rules and regulations with different nations. It was edited and revised with time as things changed. This paper described a series of contents regarding the publication of Gakgukyakjanghappyeon Specifically, it looked at the details of publication, and examined the woodblock-printed book and how it was organized. Furthermore, how this book was distributed to different localities was examined by looking at its contents, and also, the purpose of distribution, the number of copies distributed, and the price of the book were estimated. With the opening of the country’s ports, Gakgukyakjanghappyeon was published by the central government to handle this new change. The book was used as the official guide for how to deal with actual diplomatic and trade disputes should they occur. Therefore, working-level officials with the central government or with the localities had to familiarize themselves with the contents of the book. Accordingly, it is deemed that the central government published and distributed Gakgukyakjanghappyeon to help these officials settle these disputes.

『각국약장합편』은 외국과 불평등한 조약을 체결한 이후 중앙관청에서 외교ㆍ통상 문제가 발생했을 때 이것을 해결할 수 있는 참고용 실무서였다. 이 책은 각국과 새롭게 맺은 약조, 장정, 세칙 등을 묶어 놓았는데, 간행 시기에 따라 그 내용에 편집이 가해져 재가공되었다. 본 논문에서는 『각국약장합편』의 간행에 관한 일련의 내용을 서술하였다. 구체적으로는 간행경위를 살펴보고, 그 판본 및 구성체재를 정리․비교하였다. 그 결과 『各國約章合編』은 1887년 편찬되었던 이후 몇 차례 간행과정을 거치면서 기타 다른 조약이 개별적으로 간행되거나, 추가된 내용을 보충하여 간행되는 모습을 보였다. 이것은 당시에 조약 내용의 추가ㆍ변화 혹은 관제 개편에 따라서 그 체재를 달리한 것이라고 볼 수 있다. 또한, 이 책이 지방에 반포되는 사례를 문서의 내용을 통해 확인하고 반포목적 및 반포부수와 그 가격을 추정하였다. 반포방식의 경우 처음에는 중앙관청에서 순영에 책을 반포하고 감영에 있는 書寫吏[書色吏]가 순영에 올라가 그 책을 베껴가는 방식이었으나 1888년 5월 신연활자본 『각국약장합편』부터는 일정부수를 감영 이하 지방관아에 내려보내는 방식으로 변화하였다. 한편 『각국약장합편』은 개항이라는 새로운 상황에 직면했던 중앙관청에서 그 상황에 맞게 간행한 책이었다. 또한 책의 내용은 실제 외교․통상문제가 있을 때 그것의 시비를 가리는 기준점으로 작용하였다. 그러므로 실무자였던 중앙 혹은 지방의 관리는 그 내용을 반드시 알아야 했다. 이에 중앙관청에서 『각국약장합편』을 간행 및 반포하였다고 볼 수 있다.
