The management of apartment houses is more important than apartment supply, these days. Because the number of aged apartment is increasing steadily as well as 70% of citizens live apartment houses. There is system, outstanding management of them, in Korea. This study reviews the system and the improvements. To manage it systematically, the multi-family housing management law is issued. To ensure transparency, An audit is introduced and the rule of unreasonable interference exclusion to housing managers. Professional housing managers manage apartment as well as the organization of apartment managing support is made, for systematical housing managing. Although there is the advanced system, there are some improvements. There are some problems in social-mixed apartment and the guidelines of selecting outsourcing agents. Finally, there are big problems in small apartments because, they are no managements. It is important to develop the advanced housing management system and to solve the problems.

오늘날 국민의 70%이상이 공동주택에 거주하고 있고, 노후화된 공동주택의 수가 증가함에 따라 공동주택의 유지 및 관리가 공동주택의 공급보다 중요해지고 있다. 이번 연구를 통하여 우리나라의 선진화된 공동주택 관리제도를 검토하고 개선해야 할 문제들에 대하여 검토하고자 한다. 체계적인 공동주택관리를 위하여 공동주택관리법을 제정하였고, 관리 투명성 확보를 위해 외부회계감사, 관리사무소장에 대한 부당간섭 배제 규정을 신설했다. 또한 체계적인 관리를 위하여 주택관리사에 의한 관리를 하고 공동주택관리지원기구를 신설했다. 이러한 선진화된 공동주택관리제도가 있음에도 불구하고 개선 할 사항이 존재한다. 우선 혼합주택단지의 관리 문제가 있고, 주택관리업자 및 사업자 선정지침의 문제가 존재한다. 마지막으로 관리의 사각지대에 있는 비의무관리단지의 문제가 있다. 선진화된 제도는 더욱 발전시키고 개선할 점은 해결하려는 제도적인 노력이 필요하다.
