The purpose of this study is to examine the ways to promote activation in public-private partnerships in the rescue and aid at sea. This research will help the understanding of the public-private partnerships in the rescue and aid at sea and the contribution to the advancement of Korea's rescue and aid at sea. Due to increasing vessel traffic in oceans, marine accidents in coastal waters are increasing, and as the Sewol ferry accident and the MT Hebei Spilit pollution tell, there is a necessity for a measure when a marine accident happens. The Ministry of National Security and Safety (Korea Coast Guard) regraded that there are limits with corresponding with marine accidents only with the Coast Guard. Based on the law of rescue and aid at sea and as a part of building public-private cooperation, the Korean Maritime Rescue Association was founded on January 23, 2013. However, after the Sewol ferry accident happened, the Maritime Rescue Associations lost its power and is not doing its work as a private group of rescue and aid at sea. This study analyzed the status of private organizations of rescue and aid at sea of Korea and developed countries along with the perceptions of the Coast Guards on the public-private partnership governance. It also provided a way to activate the public-private partnership governance by considering the domestic situation and problems of the relationships in rescue and aid at sea based on a public-private partnership governance theory. To enable efficient and effective rescue and aid at sea, public-private partnership governance made by activating civilian marine rescue organizations is very important. In order to achieve this civilian rescue organization, Maritime Rescue Institute was asked to provide support and measures.

이 연구의 목적은 해양 수난구호에 있어서 협력적 거버넌스의 활성화 방안을 살펴 보는 것이다. 이를 통하여 해양 수난구호 민관협력을 이해하고 한국 수난구호체계 선 진화에 기여하고자 한다. 한국의 바다도 선박교통량 증가로 인하여 해양사고의 발생 개연성이 증가하고 있고 세월호 사고, 허베이 스피리트호 오염사고 등에서 알 수 있 듯이 해양사고 발생 시 재난성 사고로 확대될 우려가 있어 대책이 필요하다. 이에 해 양 수난구호기관인 국민안전처(해경본부)는 광활한 바다에서 해경의 세력만으로 해양 사고를 대응하기에는 한계가 있다고 보고 민관협력체계 구축의 일환으로 ｢수상구조법 ｣에 근거하여 해양구조협회를 2013년 1월 23일에 창립하였으나 세월호 사고이후 해양 구조협회는 동력을 잃고 수난구호 민간단체로서의 제 역할을 못하고 있다. 본 연구는 협력적 거버넌스 이론을 토대로 국내외의 해양민간구조단체 운영현황과 해양경찰관의 협력적 거버넌스에 대한 인식을 설문조사 등을 통해 분석하고 국내 수난구호 민관협 력 실태와 문제점을 고찰하여 협력적 거버넌스 활성화 방안을 제시하였다.
