Drone, which is centered in the 4th Industrial Revolution , is receiving attention from all over the world and being advanced. It starts from military drone that basically aimed for searching out enemy forces or bombing, but now it uses various types of private sectors such as agriculture, parcel service, leisure activity and so on. As drone is getting advanced and popularized in commercial way by combining with ITㆍtechnology of communications, it starts application in more various categories. In spite of activation in drone market, there are some side effects such as crimes caused by drone, incomplete of relative laws. Moreover, as the drone with visual art equipment gets into general circulation, invasion of privacy and casualties by drop or crash have been the central issue. Now the police carry forward own plan to make a drone which is specialized in public order, and it expected to use drones in diverse ways. But prior to this, insufficiency of some regulation or certification system and potential risks to public still exist. Therefore, this study search the present condition of internal and external drone market, and analyze opportunity of drone usage and risk element in police operation. As a result, it will suggest policy implications for practical use of drone in the future. Firstly, 'S-O usage strategy' is one of our strengthens which could be opportunity. Secondly, make polices' own drone by using communication technology and network, called 'S-T counter strategy' which could oppose threat is also one of strengthens. We need to make various type of drones for any purpose like traffic, guard, investigation and daily safety by using our outstanding technical skills and communication technology. In addition, we need to prepare measures of hacking and investigation policies, and also observe who shooting illegally and doing something illegal with their drone. Third, 'W-O exploration strategy' is our weakness but could searching for opportunity. Drone can give duty of responsible citizens to every local resident as part of community policing. It enable early awareness of trouble-spots and can reinforce local resident's monitoring of environmental pollution companies. Fourth, 'W-T avoidance strategy', which avoid weakness and threat, limit the operation time and area, and forbid flight over residential area to protect safety of citizen and privacy.

4차 산업혁명의 중심에 있는 드론(Drone)은 전 세계적으로 큰 관심을 받으며 발전하고 있다. 주로 적군 탐지나 폭격을 목적으로 한 군사용 드론에서 시작되었으나, 현재는 농업, 택배서비스, 개인 레저 활동에 이르기까지 다양한 민간분야에서 활용되고 있다. 드론은 점차 ITㆍ통신 기술과 결합해 상업용으로 개발되고 대중화되면서 보다 다양한 분야에 적용되기 시작하였다. 현재 경찰은 치안용으로 특화된 드론의 자체 개발을 추진 중이며, 보다 다양하게 드론이 활용 될 수 있을 것으로 예상된다. 인력이 접근하기 어려운 곳에 드론을 투입하여 수색 및 구조 활동 을 할 수 있으며, 신속하고 입체적인 범죄현장 파악과 증거조사 등이 가능해진다. 하지만 경찰 드 론 개발에 앞서 각종 규제의 부재와 드론이 공공에 가할 수 있는 잠재적인 위험성이 여전히 존재 하고 있다. 따라서 이 연구에서는 국내외 드론 시장 현황 및 각국의 규제 현황을 살펴보고, 경찰 활동에 있어서 드론 활용의 기회 및 위험요소를 분석(SWOT)하여 향후 경찰의 드론 활용을 위한 정책적 시사점을 제시하고자 한다. 연구결과, 첫째, 강점으로 기회를 활용하는 ‘S-O 활용 전략’이다. 통신 기술과 네트워크를 활용 한 자체적인 경찰 드론의 제작이다. 뛰어난 기술력과 통신 기술 등을 활용하여 교통, 경비, 수사, 생활안전 등 목적에 맞는 기술을 탑재한 다양한 드론 제작이 필요하다. 둘째, 강점으로 위협에 맞 서는 ‘S-T 대응전략’으로 드론 해킹대책 및 불법적인 촬영이나 위법 행위를 저지르는 드론과 조 종자에 대한 감시와 수사 전략 및 방침을 마련해야 한다. 셋째, 약점이지만 기회를 탐구하는 ‘W-O 탐구전략’이다. 지역사회경찰활동(community policing)의 일환으로써 드론은 지역주민들에 게 책임 있는 시민의 한 사람으로서의 책무를 부여할 수 있다. 문제가 있는 지역(trouble-spots) 에 대한 조기 인식과 대응, 환경오염 기업들에 대한 지역주민들의 모니터링을 강화할 수 있다. 넷 째, 약점과 위협을 회피하는 ‘W-T 회피전략’으로 드론의 운행 시간과 지리적인 지역을 제한하고, 시민의 안전과 사생활 보호를 위해 사람들이 거주하고 있는 지역 위를 비행해서는 안 된다.
