This paper analyzes both the expenditure of the National Pension and the National Health Insurance under the ‘majority voting rule’. It is the second-best plan for collective decision-making since a unanimity rule is hard to implemented in a national level. The limit of majority voting rule indicates that the determination of public policy is politically influenced by the median voter’s preference. It is suspected that both expenditures of National Pension and National Health Insurance in Korea have been growing fast due to the aging median voter. From the perspective of public choice, this paper investigates how both the level of the National Pension benefit and the coverage of the National Health Insurance are determined under the majority rule. To minimize the external cost of majority voting rule regarding public polices, we should provide correct and concrete information not to distort voters’ choices. In this regards, the National Pension and the National Health Insurance in Korea are not exceptions.

본 논문은 다수결 의사결정 방식인 ‘과반수 투표제’ 하에서 국민연금과 국민건강보험의 재정지출 증 가에 대해 분석하고 있다. 다수결 투표원칙은 사회구성원 모두를 만족시키는 만장일치제가 현실적으로 어렵기 때문에 불가피하게 채택하고 있는 일종의 차선책이다. 이러한 과반수 의사결정 방식의 한계로 공공정책은 ‘중위투표자들의 선호’에 의해 결정될 가능성이 높다. 대표적 공공정책인 국민연금과 국민 건강보험은 장기 재정건전성을 확보하기 어려운 상황임에도 불구하고 급여지출은 급속하게 증가하고 있다. 정치적으로 국민연금과 국민건강보험의 재정건정성 확보보다는 고령화되어 가는 ‘중위투표자의 표심(票心)’을 잡고자 하는 유인이 크기 때문일 것이다. 본 논문은 국민연금 급여와 국민건강보험 지출 수준이 과반수 의사결정 방식 하에서 어떻게 결정되는지 ‘공공선택학적 관점’에서 살펴보고자 한다. 집 합적 의사결정에 동의하지 않았던 유권자들이 감당해야 하는 비용을 최소화하기 위해서는 공공정책이 결정되는 과정에서 정확하고 많은 정보가 투명하게 공개되어 유권자들의 선호가 왜곡되지 않아야 할 것이다. 여기에 국민연금과 국민건강보험의 경우에도 예외가 되어서는 안 될 것이다.
