This study was examined for working area focused on the tourist police in Seoul Metropolitan Police Agency. Seoul Metropolitan tourist police operates that is installed the first in korea. Though in-depth interviews, we collected and analyzed data on the purpose of the tourist police, operating direction, span of working area. The survey was conducted for tourist police officers in the Seoul Meropolitan Police Agency, and analysis of the data was carried out through a quantative research analysis program NVivo 10.0. Research result is summarized as follows. Main function of tourist police is law enforcement and patrol. First funciton of Tourist police is patrol for crime prevention in special area, for example, souvenir shop, scenic spot, tourist facilities, etc. And second function is law enforcement for crime prevention, order maintenance. Law enforcement of tourist police is related to actual result, performance, number of law enforcement. As an analysis result, tourist police officers have recognition that more important fuction is service(preventive patrol) rather than law enforcement. But, Seoul Metropolitan Police Agency emphasis on law enforcement rather than service-oriented policing. Therefore, We must have concern that reducement of disparity between tourist police officers and Police Agency is very important for possibility of future growth of tourist police. The study also includes the meaning of results, discusses the limitations of the study, and suggests tourist police.

이 연구의 목적은 시행된지 2년이 지난 한국의 관광경찰제도와 관련하여, 관광경찰의 업무범위와 관련된 내용을 분석하여 관광경찰의 나아갈 방향을 모색하고자 하는 것이다. 현재 운영되고 있는 관광경찰대의 업무범위 및 방향에 대한 심층면접을 통하여 자료를 수집하고 질적연구분석 프로그램인 NVivo 10.0을 이용하여 자료를 분석하였다. 실증분석결과 서울지방경찰청에서 주로 하고 있는 업무는 법집행과 순찰로 분석되었다. ‘순찰’은 관광경찰대의 설치 초기에 서비스지향적인 업무를 강조하면서 당연히 포함된 것이며 특정 관광지에서의 범죄예방 기능과 관련하여 당연히 수행하는 업무라 할 수 있다. ‘단속’과 연계하여 나타나는 것은 ‘실적’, ‘성과’, ‘건수’, ‘적발’ 등의 단어가 표현되었으며, 지리 안내 등과 같은 서비스적 측면에서의 활동과 대조되는 언급이 주로 나타나는 것으로 분석되었다. 범죄의 예방 측면에서 순찰기능은 당연한 것이나, 관광경찰대원들은 ‘단속’중심의 활동보다는 ‘서비스’ 중심의 역할을 더 중하게 인식하고 있어, 향후 관광경찰의 활동방향을 설정하는데 조직과 구성원간의 인식차이는 매우 중요한 부분이라 할 수 있다.
