While the police declared 2015 “The First Year of Protection for Crime Victims Protection”, the police’s protection and support program for victim it is expected to be further developed. This study was designed to explore the development strategy of the police policy of protecting and supporting victims of crime. It aimed to identify the current situation and problems of police organization and budget management for crime victims, and effective policy alternatives for building infrastructure, such as the direction and organization of the police and budget policies. First, much problems were identified as ambiguity of policy direction of protection and support of crime victims, duplication of victim program policy to central government, lack of systemicity of organizations with regard to the organization's operations. With regard to budget management in the Crime Victims Protection Fund, including the issue of negligence of urgency and present sense, duplicate assignments of the victim support project budget, the budget allocation irrationality, excessive assign of uncontrollable expenditures were noted. In this study, we propose a strategy to solve the further problems as follows. First of all, the concept of victim in police victim support policies should be extended from criminal victims to humanistic victims. Second, it shall establish a funding strategy through the independent police victim services excavations. For example, it is possible to consider initial crisis intervention counseling, crime victim impact assessment, providing information system building. Third, we suggest to revise related laws and to improve human configure of Fund Management Committee, budget allocations reflect the real crime in the Crime Victims Protection Fund. Finally, as a long-term development plan for police protection of victims and support organizations require coordination of the National Police, Local Police, police units. And, there is a need for coordination of victim protection tasks distributed among individual departments.

2015년 경찰이 ‘피해자보호원년’을 선언하면서 기존 다소 소극적이었던 경찰의 피해자 보호·지원 사업이 더욱 확대·발전될 것으로 기대된다. 이에 이 연구는 피해자 보호·지원을 위한 경찰정책이 향후 어떠한 방향으로 나아가야 하며 또한 조직, 인사와 예산 문제와 같은 인프라 구축을 위한 실효적인 정책 대안이 무엇인가를 제안하고자 하였다. 먼저, 조직운영과 관련하여 경찰의 범죄피해자 보호･지원 정책방향의 불명확성, 중앙부처와의 정책 중복, 피해자 전담조직의 체계성 미흡 등이 문제로 확인되었다. 예산운영과 관련해서는 범죄피해자보호기금 운용에 현장성과 긴급성 경시, 피해자 지원사업 예산의 중복배정, 예산배정의 비합리성, 경직성 경비의 과다상계 등의 문제가 지적되었다. 이 연구에서는 이상의 문제를 해소하기 위한 전략으로 다음과 같이 제안한다. 첫째, 장기적으로 경찰의 피해자 보호･지원 정책의 피해자 개념은 범죄적 피해자에서 인본중심의 피해자개념으로 확장되어야 한다. 둘째, 경찰의 독자적 피해자서비스 발굴을 통해 예산확보 전략을 수립해야 한다. 대표적인 예로 ‘위기개입 초기상담’이나 ‘강력범죄 피해영향평가제도’, ‘정보제공 시스템 구축’ 등을 생각해 볼 수 있겠다. 셋째, 범죄피해자보호기금의 합리적 운용을 위해 관련 법규 개정과 기금운용심의위원회의 인적구성 개선, 범죄현실을 반영한 예산배정을 제안한다. 끝으로, 경찰의 피해자보호･지원 조직의 중장기 발전방안으로 경찰청, 지방경찰청, 경찰서 단위의 역할구분과 분산된 피해자 보호업무의 통합 조정이 필요하다.
