The purpose of this study is to examine the historicity of political education through an analysis of the origin of political education as a school subject in the U.S. with the aim of suggesting some implications for the development of political education in Korea. For that purpose, both the U.S. textbooks for political education and the reports by the NEA (National Educational Association), the NML (National Municipal League), and the APSA (American Political Science Association) published between mid-nineteenth and early twentieth century were analyzed. The main findings of this study can be summarized as follows: First, political education in its early days intended to promote the ideal of American Government in the face of the political and social changes at that time. Second, the curricular contents of each area of political education are identified: political philosophy and ideas of constitution (in the case of ‘the Forms of the Government’), administration, party systems and electoral systems (in the case of‘the Functions of the Government’), and a range of social problems (in the case of‘Civic Participations’). Third, the establishment of political education as a school subject and further development of the subject curriculum can be attributed to the support of professional associations (e.g. NEA, APSA) and civic organizations (e.g. NML).

본 연구의 목적은 미국의 학교 정치 교육 성립과정에 대한 분석을 통해 정치 교육이 가지고 있는 역사성을 파악하기 위한 것이다. 정치 교육이 가지고 있는 역사적 사회적 맥락에 대한 이해를 바탕으로 우리의 학교 정치 교육 발전을 위한 시사점을 얻을 수 있기 때문이다. 이를 위해 본 연구에서는 19세기 중반부터 20세기 초반에 걸친 미국 학교 정치 교육 성립기의 교재 및 관련 단체 보고서 등에 대한 분석을 통해 정치 교육의 등장 배경, 목표 및 내용, 확산 과정에 대해 분석하였다. 먼저 정치 교육의 등장 배경에 대한 분석을 통해 미국 공립 학교에서의 정치 교육 등장은 정치적, 사회적 변화에 대응하여 미국 사회가 추구하던 정치적 이념을 구현하기 위한 것임을 확인하였다. 다음으로 정치 교육의 목표와 내용에 대한 분석을 통해 정부 형태를 가르치기 위해 정치 철학과 헌법을, 정부 기능을 가르치기 위해 행정, 정당 제도, 선거 제도를, 시민 참여를 가르치기 위해 사회문제를 다루었음을 확인하였다. 마지막으로 정치 교육의 확산 과정에 대한 분석을 통해 독립된 교과목으로서의 지위 획득 및 교육과정 개발 과정에서 전문가 집단 및 시민 단체의 적극적인 지원이 있었음을 확인하였다.
