This study aims to empirically investigate the fair tourism system as a measure for sustainable tourism and the role of tourism policy for the fair tourism system in Korea. In order to collect research material through surveys as efficiently as possible, we limited the spatial scope of research to case of the Bukchon Hanok village in Seoul. Accordingly the population for the survey was limited to the tourists who have enjoyed the cultural and hands-on programs of the Bukchon Hanok village. The survey was carried out for three months between March and May, 2014. A total of 243 valid samples were utilized in the research, and SPSS 15.0 and AMOS 6.0 were utilized for data processing. This research shows that the fair tourism system for sustainable tourism has significant meaning, just in cases in which the law and criterion related to fair tourism are legislated and its support system is in force. Therefore, there is the need for a paradigm shift in correlation between sustainable tourism and the fair tourism system, that is, sustainable tourism comes true not through the fair tourism system in name only, but through concrete policy means for the fair tourism system. Accordingly, the following should be embodied more aggressively in tourism: efforts to fulfill the needs of tourists in aspects of fairness travel, forming a balanced relationship between tourist, tourist agency and local residents, Capacity management, ecological fairness, and various policy means for transparent contract between tourists and tourist agency.

본 연구의 목적은 서울 북촌한옥마을 사례를 통하여 지속가능한 관광방안으로서 공정관광체계와 그 과정에서의 관광정책의 역할을 실증적으로 규명하는데 있다. 연구의효율성을 고려하여, 모집단을 서울 북촌한옥마을 체험관광객들로 제한하였으며, 설문은 2014년 3월부터 5월말까지 3개월간 실시하였다. 유효표본 243부를 연구에 활용하였으며, 데이터의 통계 처리는 SPSS 15.0과 AMOS 6.0을 활용하였다. 분석결과, 지속가능한 관광을 위한 공정관광은 관련 법‧기준이 정립되고 지원제도가 시행되며 그정책적 수단이 매개역할을 할 때에 실현될 수 있음을 확인하였다. 따라서 관광객 공정성 차원에서 관광객의 관광욕구 충족을 위한 노력과 지역주민 공정성 차원에서의 관광객/관광사업체와 지역주민간 균형 잡힌 관계구도 형성, 생태적 공정성 차원의 수용력관리와 관광객-관광사업체간 투명한 거래절차를 위한 정책적 수단이 적극적으로 구현되어야 할 것으로 사료된다. 특히 여행업 인솔자의 자격요건강화, 여행상품계약 요건 강화, 관광사업체 등록절차‧기준 제시 그리고 관광사업체에 대한 지도와 감독에 대한 법과 기준을 적극적으로 검토하여야 할 것이며, 여행산업의 제도적 지원제도 구축과 공정여행원칙 및 가이드라인 수립, 공정여행 공익광고와 캠페인, 공정관광 관련 사회적 기업과 마을기업 육성 등 제도적 차원에서의 지원이 필요하다 하겠다.
