This study attempts to priorities policy making principles and 16 principal policies in the activation of the industrial complex, policy implications is aimed to draw. Analytic hierarchy process (AHP) analysis is utilized for this study, so a survey is conducted. Data is collected from two groups, officials at the industrial complex in Gumi city and corporate leaders in the field of industry and comprised of the CEO. In both groups, policy practicability is the most important standard, and policy suitability and policy efficiency are following. However, policy effectiveness is more important in public group, while policy practicability and policy efficiency are relatively higher in company chief executive Officer group. Based on the 3 standards. 16 policies are analyzed. Results show that policies related to R&D have ranked the most. However, company chief executive Officer group believe policies related to production and import should be top priorities. Results show that officials group related to characterization techniques and strategies have ranked the most. However, Production leaders believe policies related to manpower strategy and import should be top priorities. According to more than one policy means prioritising our industrial park in order to improve competitiveness of more systematic and professional personnel is requested, in order to consider the uniqueness of the local industrial complex needed to be able to take advantage of the appropriate personnel can operate the manpower pool system development. This study is an industrial complex based on the views of the relevant professionals active in the future, the future of the industrial complex in the policy direction of the Government priorities of, and judged as a comprehensive basis for the establishment of the industrial complex activation policy as important. However this study is being limited to the Gumi industrial complex of each policy is not much difference in terms of final weight limits.

본 연구는 산업단지의 활성화를 위해 정책수단별로 우선순위를 설정해 보고 정책적 시사점을 도출하는데 목적을 두고 있다. 정책의 우선순위를 설정하기 위한 방법으로는 전문가 집단의 평가를 위해 주로 활용되고 있는 AHP 기법이 이용되었다. AHP 설문에 응답한 전문가 집단은 산업단지 업무를 담당하고 있는 구미시 관련 공무원과 기업체 산업 현장에서 리더 역할을 수행하고 있는 CEO로 구성하였다. 총 40명을 대상으로 설문하였으나 그 중에 30명이 응답하였고, 이들 설문결과에 대해서 일관성 비율을 검토하여 유효한 자료를 확보하였다. 우선 선행연구와 정부정책을 통하여 산업단지 활성화를 위한 주요 변수를 추출하였다. 추출된 주요 요인은 총 16개로 정리되었고, 이들은 크게 산업 및 경제적 기반 확충, 사회 및 정책적 지원, 생산 기반구축 및 확대 등 세 부문으로 구분하였다. 이러한 정책수단에 대한 정책평가 기준은 효과성과 능률성 그리고 실현가능성으로 설정하였다. 16개의 정책수단들에 대한 우선순위를 평가한 결과 산업단지 관련 공무원의 경우에는 특성화 기술 및 전략, 물류수송의 편리성 및 자녀의 학군 순으로 평가되었으며, 민간 CEO 그룹은 인력확보의 용이, 물류 수송의 편리성 그리고 세제 및 금융지원 순으로 나타났다. 양 집단을 통합하여 분석한 결과 인력확보의 용이, 생산기반 시설의 확충, 공장 분양가, 그리고 세제 및 금융지원 순으로 우선순위가 선정되었다. 이상과 같은 정책수단 우선순위 선정에 따른 산업단지의 경쟁력 제고를 보면, 무엇보다 체계적이고 전문적인 인력의 확보가 요청되는데, 이를 위해서는 산업단지의 특수성을 고려하여 필요시 적절한 인력을 활용할 수 있도록 인력풀을 가동할 수 있는 시스템 개발이 시급한 실정이다. 또한 생산기반 시설의 확충을 위해서는 관·산·학이 상호협력체계를 구축하여 대학과 연구소에서는 정보지식과 기술을 제공하고, 시정부는 행·재정적 지원과 협조를 위한 각종 시책이 요구되며, 기업은 그들을 산업 동반자로 받아들일 수 있는 열린 마인드를 가져야 한다. 본 연구는 산업단지 활성화 관련 전문가들의 견해를 바탕으로 정부의 산업단지정책 방향 설정에 시사점을 제공해 줄뿐만 아니라 종합적인 산업단지 활성화 정책 수립을 위한 기초자료로서 중요한 의미를 지닌다. 다만 본 연구가 구미 산업단지에 국한되고 있으며, 각 정책의 최종가중치에 차이가 크지 않다는 점에서 한계가 있다.
