This paper examines and compares the characteristics of job creation and destruction in the Gwangju and Jeonnam, using the employer-employee panel data drawn from the employment insurance administrative DB. The main findings of this paper are as follows; First, Gwangju and Jeonnam have the characteristics of the flexible and insecure labor market, because of the large scale of the job creation and destruction compared to Seoul and the relatively low of the retention rate of the job creation. Second, comparing the contribution of the factor of job creation, Gwangju and Jeonnam have the characteristics of the high contribution of woman, high school diploma and over-50s in the personal characteristics and of fewer than 10 persons and business service in the firm's characteristics. Finally Gwangju and Jeonnam consist of the considerably different 27 sub-districts(Si, Gun and Gu) in the aspects of the dynamics of job creation and destruction as well as the personal and firm's characteristics.

본 논문은 고용보험DB를 이용하여 구축한 “고용주-종업원 동시패널” 자료를 이용하여 광주·전남지역의 노동시장별 일자리 변동을 분석하고 특징을 검토하고 있다. 본 논문의 주요 결과를 보면, 첫째, 광주·전남은 서울 및 전국평균에 비해 일자리 변동의 규모가 크고 다른 지역에 비해 창출된 일자리의 유지율이 상대적으로 낮아 ‘유연하고 불안정한 노동시장’의 특징을 보인다. 둘째, 일자리 창출의 요인별 기여도를 비교하면, 광주·전남에서 인적특성별로는 여자, 고졸, 50대 이상의 기여도가 높고, 사업체 특성별로는 10인 미만 사업체와 사업서비스업의 기여도가 큰 특징을 보인다. 셋째, 광주·전남은 인적·사업체 특성과 일자리 변동 동학 측면에서 매우 이질적인 하부 지역노동시장으로 구성되어 있다. 이런 결과는 광주·전남에 대한 효과적인 고용정책 수립을 위해서 단일한 정책적 접근이 아니라 이질적인 하부 노동시장(시군구)의 특성에 맞는 차별화된 일자리 정책 수립이 요구된다는 것을 시사한다.
