This study focused on the effectiveness of the Open Recruiting Principal Employment System(ORPES) to review the effectiveness of the system. The advanced research related to the ORPES looked at specific aspects of the school effectiveness on applying the ORPES, but this study paid more attention to the comprehensive review carried out classifying the advanced research based on input, conversion, and output frame to look at the school effectiveness of the ORPES. The frame was composed of the following: Recognition of the school stakeholders on the input aspect, the school changed aspects on the conversion aspect, and student achievement, job performance, and principal rights change on the output aspect. As the results show, advanced research on input, conversion and even output aspect showed positive results of school effectiveness due to the system application.

본 연구는 교장공모제의 효과성을 검토하기 위해 제도의 학교 효과성에 주목하였고, 학교에 적용되고 있는 교장공모제의 효과를 기존 연구물들이 특정 측면만 살펴본다는 문제의식을 바탕으로 교장공모제의 효과성에 대한 기존 연구물들을 투입, 변환, 산출로 구분하여 종합적으로 검토하는 것을 목적으로 수행되었다. 투입 측면에서는 구성원들의 인식, 변환 측면에서는 학교 변화 양상, 그리고 산출 측면에서는 학업성취도, 직무 수행, 학교장 권한 변화, 학교 변화에 대한 인식으로 연구물들을 분류하여 그 내용을 검토하였다. 그 결과, 투입과 변환 그리고 산출 측면의 연구물들에서 제도 적용으로 인한 학교의 효과성이 긍정적으로 나타나고 있어 교장공모제가 학교 전반의 효과성에 어느 정도 일조하고 있다는 것을 알 수 있었다.
