This The purpose of this thesis is to find out how to efficiently crackdown narcotics-related crimes that has grown since year 2011 and how to reduce the rate of recurrent crimes. For this purpose, it looked into laws and regulations in relation to current narcotics-related crackdown institutes and punishment of narcotics-related criminals. Its results show that the inefficiency in handling such cases coming from dualized cooperation system among crackdown institutes, punishment of such criminals and the meager treatment programs for drug abusers are factors affecting recurrent narcotics-related crimes, in which regard this thesis presented an improvement plan as follows; first, it considered how to unify narcotics-related crackdown institutes, second, how to impose stronger punishment on narcotics-related criminals, third, how to improve treatment programs for drug abusers. Results of this study is expected to help reduce the budget owing to effectively cracking down such crimes in years ahead and the ratio of recurring crimes committed by narcotics-related criminals.

본 논고는 2011년도부터 증가하고 있는 마약류 범죄의 효율적인 단속과 재범률 감소를 위해 연구하였다. 이를 위해 현행 마약류 범죄자 단속기관과 마약류 범죄자 처벌과 관련된 법률을 살펴보았다. 연구결과 이원화된 단속기관의 상호공조체계에서 오는 사건처리의 비효율성과 미 약한 마약류 범죄자 처벌 및 약물남용자에 대한 열악한 치료프로그램이 마약류 재범 요인에 영향을 미치는 요인으로 판단되어 본 연구에서 개선방안을 다음과 같이 제시 하였다. 첫째, 마약류 단속기관의 일원화방안, 둘째, 마약류 범죄자에 대한 처벌강화 방안, 셋째, 약물남용자에 대한 치료프로그램 개선방안에 대해 고찰하였다. 본 연구결과는 향후 마약류 범죄의 효율적인 단속으로 인한 예산절감효과와 마약 류 범죄자의 재범률감소에 기여하길 바란다.
