Rrecently, cyber terrorism has been the most urgent policy agenda. However Korean government does not have the strategic approach for reforming the national response system against cyber terrorism. First, this study examines comparative analysis of Korea’s legal system and organization system against the United States and Japan. Secondly, this study identifies problems within Korea’s existing situations and makes suggestions for policy alternatives for the national countermeasure system against cyber terrorism. The legal system needs to make or amend related law in response to change of the cyber terros’s complexity. The related laws have to institutionalize among inter government agency and build private-public partnership, and enact law for strengthening international cooperation. The organization system needs to reform public organizations and to establish the control tower.

최근 사이버테러가 긴급한 정책의제로 부각되었다. 그러나 한국은 아직까지 선진국들에 비하여 사이버테러에 대응한 법과 조직체계 개혁을 위한 전략적 접근을 하지 못하고 있다. 본 연구의 첫 번째 목적은 미국과 일본과 비교하여 한국의 법률체계와 조직체계를 비교분석하는 것이다. 둘 째는, 한국의 사이버테러 대응체계의 문제점들을 분석하고 구축방안을 제시하는 것이다. 법률체계의 개선방안으로는 사이버테러 양상 변화에 대응한 관련법 제･개정, 정부기관간 및 민관 공조체계구축을 위한 법률 정비 그리고 국제협력을 위한 법률 정비이다. 조직체계 개선방안으로는 사이버테러 양상 변화에 대응한 담당조직 구축과 컨트롤타워 설립을 제안하였다.
