In light of Republic of Korea Ministry of Education and Human Resources's concern to revise its education policies to guarantee quality education beginning at age 3, this study examines the nation's kindergarten teacher certification standards and current pre-service kindergarten teacher education in the areas of curriculums at colleges, universities and junior colleges with early childhood departments and makes the following recommendations: 1) Teacher certification should be separate from a college diploma; 2) junior colleges should extend their training to 4 years or more; 3) curriculum at junior colleges should be reorganized in to include a broader broader base in liberal arts; 4) a quality control system should be established to improve curriculum development and execution, to strengthen educational practices, to utilize in-service programs more efficiently, to revise accreditation standards, and integrate early childhood education in all early childhood programs from day care to kindergarten.

이 연구는, 새로운 교육정책은 만 3세부터 질 높은 교육을 보장하는 방향에서 입안되어야 한다는 가정 하에서, 유치원 교사의 자격 기준과 전문대학 및 대학교의 유아교육과 교육과정을 분석하고 다음과 같은 개선 방안을 제시하였다. 1) 대학졸업과 교사 자격증 제도를 분리시킨다. 2) 전문대학 유아교육과의 교육연한을 4년으로 연장한다. 3) 교양과정을 강화할 수 있도록 전문대학 유아교육과의 교육과정을 재조직한다. 4) 4년제 대학교 유아교육과를 증설하고 교유과정 운영의 내실화, 교육실습의 강화, 현직교육 체제의 효율적인 활용, 평가인정 기준의 조정, 유아교육/보육의 기능적 통합 등을 통해 유치원교사 양성체제의 질을 종합적으로 관리한다.
