The Romanian government has planned technology innovation policies to improve the productivity and innovation capability of SMEs through public R&D. The Romanian government has planned to intensely promote 6 strategic industries and strengthen the national and regional innovation systems. However, these schemes have not been proceeded because of the poor national innovation system and low Romanian R&D investment. In order to enhance the technology innovation capability and productivity of SMEs in 6 strategic industries, the Romanian government has a strong desire to establish the R&D-led innovation cluster. The Romanian government is willing to benchmark the Korean R&D and innovation policies because the Korean case is a successful example of government-led and R&D-intensive innovation cluster. The Romanian government is especially interested in the Innopolis Daedeok because it is a type of government-led and R&D-intensive innovation cluster. It has played a role of supporting SMEs in strategic industries as an innovation platform. This paper suggests a pilot Romanian innovation cluster and presents the policy suggestions for successfully establishing a pilot innovation cluster based on the case of the Innopolis Daedeok.

루마니아 정부는 국내 중소기업의 낮은 생산성과 혁신성 문제를 해결하기 위한 전략으로 공공 R&D를 통한 국내 중소기업의 기술혁신제고 정책을 추진하고 있다. 이를 위해 6개 전략산업을 육성하는 계획을 수립하고 국가혁신체제와 지역혁신체제를 강화시키려고 하고 있다. 하지만, 열악한 국가혁신체제와 적은 공공 연구개발 투자로 인해 이러한 계획이 성공적으로 실현되지 못하고 있다. 루마니아 정부는 6대 전략산업의 국내 중소기업 기술혁신과 생산성 향상을 위한 R&D견인형 혁신클러스터를 구축하려고 한다. 루마니아 정부는 정부주도의 강력한 R&D정책 및 혁신클러스터 사례로서 한국 사례를 모방하려고 한다. 특히, 대덕연구개발특구는 정부주도형, R&D견인형, 전략산업에 초점을 둔 중소기업 지원 역할, 혁신플랫폼 기관 존재 등의 혁신클러스터란 측면에서 루마니아 정부가 구축하려는 혁신클러스터 사례로 적합하다. 본 연구는 대덕연구개발특구의 혁신클러스터 경험에 기초하여 루마니아 혁신클러스터 구축을 위한 시범지역 및 구축 전략을 제시하고 필요한 정책들을 제시한다.
