Local investment promotion subsidy (hereinafter, Subsidy) scheme, started in 2004 with the aim of supporting the relocation of the metropolitan area businesses has been expanded to newly-established and extended local area businesses. Its project budget also continues to increase. The aim of this study was to analyze the problems of its budget execution from the institutional aspects, and to find out how to improve the implementation of budget execution and how to rearrange its institutional framework. In the analysis of subsidy implementation performance, the 3 top issues could be identified as followed: largely the institution of the subsidy alone is not enough to induce or achieve the balanced regional development effectively; the effect of invigorating the local economy is very limited due to the businesses concentration in the metropolitan area; the regional bias of the subsidy volume fundamentally showed the limit of eliminating the regional unbalance. As the result of this analyzed evaluation on the subsidy execution and propulsion performance, the current subsidy support system for effectively supporting and promoting the local businesses and industries needs to be institutionally and methodically improved. First, based on the political principle of selection and concentration it is important to enhance the local businesses and to promote the indigenous local industry. Second, it is needed to scale up the volume of the subsidy budget considering the industrial needs and local economic circumstances. Third, the autonomy, security and surveillance of local government operating the subsidy have to be enhanced. And fourthly, based on the short- and long-term investment strategy the enhancement of the local investment is required.

지방투자촉진보조금(이하 보조금) 제도는 2004년 수도권 기업의 지방이전 지원을 시작되어 2011년부터 지방 신ㆍ증설 기업으로 지원대상을 확대하였다. 사업 예산 역시 지속적으로 증가하고 있는 추세이다. 이에 본 연구에서는 보조금 예산집행 및 제도적 측면에서의 문제점을 분석하여 예산 집행률 제고방안 및 제도적 개선방안 모색하고자 한다. 보조금 집행실적 분석과 평가를 통해 다음 세 가지의 근본적 문제점이 확인되었다. 크게는 지역균형발전을 유도한다는 근본 목적이 보조금 제도 자체만으로는 달성되기 어려웠다. 둘째로, 일자리의 수도권지역 집중에 따라 지역경제 활성화에 미치는 효과가 미흡하였다. 셋째로, 보조금 지원지역 편중에 따른 지역불균형의 근본적 해소에 한계를 드러내고 있었다. 이러한 보조금 집행실적 및 추진성과, 문제점 분석을 토대로 현행 보조금 지원제도를 개선하고, 지역산업을 효과적으로 지원ㆍ육성할 수 있는 방안은 다음과 같이 제시될 수 있다. 첫째, 선택과 집중을 통한 지역산업 육성 및 지원을 강화하는 것이다. 둘째, 기업수요 및 지자체 상황을 고려한 예산 규모 확대가 필요하다. 셋째, 지자체의 보조금 제도 운영 자율성 보장 및 사후관리 강화가 이루어져야 한다. 넷째, 장ㆍ단기 투자유치 전략 수립을 통한 지방투자 확대의 노력이 필요하다.
