In the study, Researcher studied in 2004 for support measures of died and wounded police officers. 10 years later, how did this change in the system? Law amendments and legislation or compensation systems was insensitive to the social and economic changes. The efforts of the government and the police force were insufficient. Academics also did. Police officers to perform dangerous duties emphasizes the sacrifice and spirit of service but lack of concern for the human rights and lives of them. This study is to present the social and psychological support measures with financial support for died and wounded police officers through the analysis of died and wounded statistics or case, the reality of compensation and social atmosphere for the support system. This study suggests the limitations of the support system and countermeasures divided internally side of government and the police force and externally side of civil society for changes in laws and support system, with support given to the role of civil society and expand awareness. Internal side were as follows. Considering the dangerous of duties -related laws and regulations of the police officers was scarce but the regulations were unable sufficient compensation. The support system also did not have a lot of financial support. So a lot of financial burden on individuals and families. The police organization was scarce of the data relating to the maintenance, policy development, public relations activities. External side were as follows. Recognition of citizens was high for died and wounded police officers. But Direct or indirect support efforts were insufficient. Recently Companies launched donations and support activities. But The basic donation activities were minimal. It was not enough to compensate for the social awareness of the contribution. Therefore it proposed the following measures : economic support expansion, social and psychological awareness expansion for died and wounded police officers. On each side it was proposed as follows. First in side of laws and institutions : differentiated legislation, practical compensation system, second in side of police organization : aggressive promotional activities, provides statistics, formulated a memorial ceremony, supports expansion of The police mutual aid Association, last in side of civil society : donate cultural activity, Support Awareness, NGO(foundation Chamsuri love etc.) active, Participation of companies with noblesse oblige.

연구자는 순직·공상 경찰공무원에 대한 지원 대책에 대해 2004년 연구한 이후 10여 년이 지난 현재의 시점에서 고찰해보았다. 2015년 현재 순직·공상 경찰공무원에 대한 법령이나 보상금제도는 사회적·경제적 변화에 둔감하였고 이들에 대한 지원을 강화해야 할 정부와 경찰 조직 내부의 노력도 다른 분야의 복지 정책보다 상대적으로 미흡하였다. 또한 학계의 연구 역시 2004년 이후 드문드문 발표되는 정도에 그치고 있었다. 이 연구는 위험직무를 수행하는 경찰공무원들에게 희생과 봉사정신 등을 강조하는 공직관만 강조하고 개개인의 삶에 대해서는 다소 관심이 부족하기에, 최근 순직·공상 경찰공무원의 현황과 이에 대한 보상제도의 현실 및 지원제도에 대한 사회적 분위기를 고찰하여, 순직·공상 경찰공무원에 대한 경제적 지원과 함께 사회·심리적 지원 방안을 제시하고자 하였다. 연구 내용은 법과 지원제도의 변화와 더불어 시민사회 인식 확장과 역할을 제시하기 위해 내부적으로 경찰과 정부조직 측면, 외부적으로 시민사회 측면으로 나누어 지원제도의 한계와 대응방안을 제시하였다. 내부적 측면에서 지원제도의 한계는 다음과 같았다. 법률적 측면에서 경찰공무원의 직무위험을 감안한 관련 법령이 부재하였고, 일반법에 관련 규정이 있기는 하나 충분한 보상이 가능한 정도는 아니었다. 관련하여 지원 제도 역시 맞춤형 복지보험 이외에 경제적 지원은 그리 크지 않은 상황으로 개인과 가족의 부담이 큰 상황이었다. 또한 경찰조직 스스로 충실한 자료의 정비나 관련 정책개발에 소홀한 면이 있었으며, 대외 알림 활동이 부족하였다. 외부적 측면에서는 시민의 순직·공상 경찰공무원에 대한 인식은 높으나 직·간접적인 지원을 위한 노력이 부족하였고, 기업의 경우 최근 다양한 활동을 하고 있으나 기본적인 기부 활동이 미미할 뿐만 아니라 사회적 공헌에 대한 보상에 대한 인식도 충분하지 못하였다. 따라서 순직·공상 경찰공무원을 위한 경제적 지원과 사회·심리적 지원 문화를 확산하기 위해 다음과 같은 방안을 제시하였다. 먼저 법제도에서는 위험직무 경찰공무원 지원에 대한 차별화된 법령, 현실적인 보상이 가능한 법제도 정비를 대응방안으로 제시하였다. 경찰조직 차원에서는 대내외 적극적인 관심유도를 위한 정보 제공 활동, 순직자에 대한 추모의 날과 추모기념식 진행 지원, 경찰 내부 모금 문화의 변화를 통한 인식 개선, 경찰공제회의 순직·공상자 지원 사업의 확장을 위한 노력을 통한 정책 개발을 제시하였다. 민간의 경우에는 다양한 기부문화의 활성화를 통한 인식 제고, 민간단체(재단법인 참수리사랑) 활동의 활성화, 노블레스 오블리제를 통한 기업의 참여 유도를 제안하였다. 끝으로 이와 같은 지원 방안을 다음과 같은 효과를 가져 올 것으로 예상하였다. 첫째, 경찰공무원의 기본적 인권 보호와 나아가 시민 보호에 기여할 것이다. 둘째, 경찰에 대한 사회적 이미지와 신뢰도 제고이다. 셋째, 시민의 지원 활동을 통한 경찰업무 이해의 기회 제공이다. 넷째, 기업 참여를 통한 노블레스 오블리주(Noblesse Oblige)의 실현과 우리 사회의 기부문화 확대에 기여할 것이다. 다섯째, 경찰 내부의 공동체 의식 배양과 경찰활동의 정상화에 기여할 것이다.
