In here, I try to draw and discuss about the crime problem which is one of the most serious social problems from the limits of modern urban development paradigm. Everyone knows, the modern urban development paradigm consider the value of quantitative of complete devotion to economic development which is based on the industrial revolution and capitalism to the core index of urban growth. But these quantitative urban development have been faced the growth limits of its own, at the same time criticized because the level of qualitative urban development like the social equality and quality of life are decreased. In our industrialized and urbanized society, it is true that the problem of crime and disorders are intensifying than before, and for this reason the quality of life of individual is sharply decreasing. Thus, to find solutions of crime problem in the social sustainability which is one of the sustainable urban development elements(economy, environment, society) that is suggested the new countermeasures of the modern urban development paradigm. And because the core index of quality of life one of the basic principles of the social sustainability is the security problems which is related to the crime, so I try to focus this points. By the way, to do profit action about the crime problems which is inherent in a urban we have to diagnose regularly to that. For this, classify the level of urban development based on the prior research(the combination of quantitative & qualitative urban development), and suggest to diagnose crime problems and so on. I think, to apply the CPTED systematically and efficiently which is frequently reviewed nowadays in crime prevention, preferentially we must diagnose the level of urban development properly. As crime problems are basically the products of complex social interaction, it is important to consider the whole characters which inherent in the urban. Thus, the strategies of 1nd Generation CPTED and 2nd Generation CPTED must be applied considering the urban development level. In recently, the 2nd Generation CPTED which are discussed actively and the sustainable urban development(social sustainability) have something in common, it is very important to search of the harmonious combination of it.

이 연구에서는 오늘날 우리사회가 심각한 사회문제 가운데 하나로 인식하고 있는 범죄문제를 근대도시발전 패러다임의 한계에서부터 접근하고자 하였다. 근대도시발전 패러다임은 산업혁명과 자본주의에 기초를 둔 경제성장 일변도의 양적 가치를 도시성장의 핵심지표로 삼고 있음을 주지의 사실이다. 그러나 이러한 양적 도시발전은 그 자체적으로 성장한계에 직면하고 있고, 아울러 사회적 형평성과 삶의 질과 같은 질적 도시발전 수준은 떨어졌다는 비판을 받고 있다. 산업화ㆍ도시화된 우리사회에서 범죄와 무질서 등의 문제가 감소하기보다는 오히려 심화되었고 이로 인한 개인의 삶의 질은 크게 저하되고 있는 것이 현실이다. 따라서 이러한 근대도시발전 패러다임의 한계에서 대한 새로운 대안으로서 제시되고 있는 지속가능한 도시발전 요소(경제, 환경, 사회) 가운데 하나인 사회적 지속가능성 속에서 범죄문제에 대한 대응방안을 찾고자 하였다. 즉, 사회적 지속가능성의 기본원칙의 하나인 삶의 질의 핵심지표는 범죄 등과 관련된 안전문제이기 때문에 이를 중심으로 대해 검토하고자 하였다. 그런데, 어떠한 도시가 안고 있는 범죄문제에 대한 적절한 대응을 위해서는 해당 도시에 대한 일정한 진단이 필요하다고 본다. 이를 위해서 이 연구에서는 도시발전 수준의 유형화(양적 도시발전과 질적 도시발전의 결합)를 시도하였고, 거기에서 범죄문제 등에 대해 진단할 것을 제안하였다. 생각건대, 최근 범죄예방에서 활발하게 논의되고 있는 환경설계를 통한 범죄예방(CPTED)이 보다 체계적ㆍ효율적으로 적용되기 위해서는 우선적으로 적절한 도시발전 수준의 진단이 이루어져야 한다고 본다. 범죄문제라는 것은 본질적으로 복잡한 사회적 상호작용의 산물이기 때문에 해당 도시에 내재하고 있는 전체적인 특징을 고려하는 것은 중요한 일이라고 본다. 따라서 1세대 CPTED와 2세대 CPTED의 전략은 이러한 도시발전 수준을 고려하여 적용되어야 할 것이다. 그리고 특히, 최근 활발하게 논의되고 있는 2세대 CPTED는 지속가능한 도시발전(사회적 지속가능성)과 일맥상통한다고 볼 수 있기 때문에 이의 조화로운 연계를 모색하는 것은 의미가 있다고 본다.
