At the 46th SCM held in October 2014, Mingoo Han, the Minister of Defense of R.O.K. and Hagel the U.S. Secretary of Defense arrived the final agreement of promoting the transfer of wartime operational condition based on conditions. In doing so, the issue of the transfer of wartime operational control that began to promote from the Roh Moo-hyun regime to reinforce Korea’s military sovereignty was turned from ‘period’ to ‘conditions.’ The promotion of ‘the transfer of wartime operational control based on conditions’ may be set as follows. Firstly, after the transfer of wartime operational control, a similar alliance command system to the ROK-US Combined Forces Command must be established. The defense system by cooperative organization such as Alliance Military Cooperation Center (AMCC) promoted at the Roh Moo-hyun regime could not expect alliance. Secondly, a strategic system between R.O.K. and U.S. must be developed during the peace time against asymmetric threat such as North Korea’s nuclear missile. Accordingly, the Chairman of the Joint Chiefs of Staff of R.O.K who possesses the peacetime operational control must utilize the military force of the US Forces, Korea in the process of implementing customized deterrence strategy. Thirdly, R.O.K. and U.S. must agree with the features of the combined operational command by the transfer of wartime operational control and set ‘target time’ to achieve the transfer control earlier by the R.O.K military force so that the ‘transfer of wartime operational control based on conditions’ may not be recognized as ‘indefinite postponement.

2014년 10월 제46차 SCM에서 한민구 국방부장관과 헤이글 미 국방장관은 ‘조건에 기초한 전작권 전환’을 추진키로 최종 합의하였다. 이로써 한국의 군사주권을 강화하기 위해 노무현 정부에서 추진하기 시작한 전작권 전환 문제는 결국 ‘시기’보다는 ‘조건’중심 으로 전환하게 되었다. 향후 ‘조건에 기초한 전작권 전환’의 추진방향은 다음과 같 이 설정해야 할 것이다. 첫째, 전작권 전환 이후에도 한미연합사령부와 유사한 연합전구사령부를 창설함으로써 한미연합작전체제를 지속 유지해야 한다. 현재의 연합방위체제를 동맹군사협조본부 (AMCC)를 설치하여 한국군 주도-미군지원 하에 이루어지는 공동방위체제로 전환해서는 안 된다. 둘째, 한미연합작전체제는 평시부터 북한의 핵ž미사일 등 비대칭 위협에 대해 한ž미 공 동대응이 가능하도록 유지해야 한다. 따라서 평시작전통제권을 보유하고 있는 한국군 합 참의장이 맞춤형 억제전략을 이행하는 과정에서 필요시 주한미군의 전력을 즉각 활용할 수 있도록 해야 한다. 셋째, 한미양국은 전작권 전환에 따른 연합전구작전사령부의 모습에 대해 합의하고, ‘전환조건’과 한국군의 조건달성을 위한 ‘목표시기’를 결정함으로써 ‘조건에 기초한 전작 권 전환’이 ‘무기 연기론’으로 인식되지 않도록 추진해야 할 것이다.
