Problem-solving of incidents it is to solve the problems of the psychology? The two opinions, 'yes' or ‘it is necessary to understand explanation'. In addition, human values education when supported by a system of legislation, there can gauge its effectiveness is 'integral theory'. In other words, integration is not just that you only put together, comprehensive in terms of the quadrant segmented areas, and that can be blended together to help. it can be together so interested Filial piety law but been enough discussion and preparation for the establishment, it is not going to be seven years but, personality law has progressed rapidly during the first time it is to be enacted, including self-government in accordance with its implementing regulations. 사건 사고의 문제 해결은 인간 내면의 과제를 해결하는 것이 옳은가? 라는 질문에 ‘맞다’라는 견해와 ‘그럴 수 있지만, 설명이 필요하다’라는 의견으로 나뉘지는 않을까? 필자는 그 설명이 켄 윌버의 사분면 이론으로 가능하다고 본다. 엄청난 사고를 통해 인명의 존엄과 가치의 중요함을 알았고, 또 다른 사건 속에서는 개인의 인성 결핍이 초래하는 엄청난 부정적 결과를 확인했다. 결국 사건, 사고의 이면에는 인간의 가치를 바로 세우는 일이 중요함을 시사한다. 아울러 인간의 가치교육은 법제화라는 제도가 뒷받침될 때 그 효용가치가 뛰어남을 ‘통합이론’으로 살필 수 있다. 즉, 통합이란 단순히 모아놓기만 하는 것이 아닌, 분절된 분야를 사분면의 관점에서 종합하고, 해석하여 이해하지 못한 점에 관심을 갖고 함께 어우러질 수 있도록 모으는 것이다. 이런 관점에서 두 법을 조망한 결과는 다음과 같다. 효행법은 제정을 위하여 충분한 논의와 준비 과정을 거쳤지만, 정작 7년여의 시간이 지나도록 그 시행은 미미한 수준에 그치고 있는 반면, 논의부터 발의와 제정까지 불과 1년여 시간 동안에 인성법은 그 시행에 맞추어 자치법규가 제정되는 등 발빠르게 진행되었다. 효행법에 대한 인식 개선이 필요하다는 점과 효행법 실행 성과를 표출할 수 있도록 법을 개정할 필요가 있다는 점을 확인하였으며, 아울러 인성법은 인성교육 개념의 폭이 넓은 만큼 인성교육과 관련된 이해 관계자의 다양한 컨텐츠 확보 전략이 인성법의 확산에 기여하고 있다. 다만, 두 법률 모두 예산을 명확히 확보하지 않은 과제를 해결해야한다. 따라서, 효행장려 및 지원에 관한 법률은 실천적 의미를 확보할 수 있는 범위에서 개정되어야 할 필요가 있다.
