Even though they have done or did their uttermost to support and educate their children, it is regrettable that there are numerous senior citizens who suffer from domestic abuse, far from being the recipients of filial piety. There may be various factors responsible for increasing elder abuse and neglect, but the biggest cause will be the collapse of filial piety and rampant individualism in modern Korean society. Children undutiful to their elderly parent(s) tend to forget that their existence in the world presupposes that of their fathers and mothers. Steps should be taken to make mandatory regulations for promoting elderly welfare, since it is actually virtually impossible to induce self-centered children to practice filial duties for their parent(s). In this regard, filial duty insurances should be established so that senior citizens can rely on them instead of counting on their children. Indeed, offenders of elder abuse must be brought to court for due punishment, but restorative approaches, such as service order for filial piety and attendance order for seminars on filial duties, can help undutiful children realize importance of filial piety, thus decreasing or preventing the occurrences of elder abuse cases. To decrease or prevent elder abuse effectively, no single and uniform approaches will work, so multi-dimensional approaches from legal, administrative, criminological, political, and social considerations.

노인은 자녀를 부양하기 위해 많은 노력을 기울였음에도 불구하고 자녀로부터 효도를 받지 못하고, 가정 내에서 학대를 당하는 노인이 늘어나고 있다. 이렇게 노인학대가 발생하는 이유에 대해 다양한 원인이 있겠지만 가장 큰 원인은 사회 저변에 뿌리 깊게 자리잡고 있는 효도사상의 퇴색과 개인주의에서 비롯된 것이다. 부모가 있었기 때문에 나 자신이 존재하고 있음을 망각하고 있는 셈이다. 효사상을 자연스럽게 유도하는 것은 사실상 어렵기 때문에 약간의 강제성을 띤 제도적 형태로 나아가야 할 것이다. 이를 위해서는 효도보험을 신설하여 자식이 아닌 보험으로 부모를 부양할 수 있도록 해야 한다. 노인학대를 행한 가해자를 처벌하는 것도 중요하지만 효 봉사명령, 효 수강명령 등의 회복적 접근을 통해 효도의 중요성을 깨닫게 하는 것이 재발을 방지하는 데 많은 도움이 될 것이다. 노인학대를 방지하기 위해서는 단편적인 방법으로는 불가능하고 법적·행정적·형사정책적·정치적·사회적으로 종합적인 접근이 이루어져야 한다.
