This study aims to present the theoretical basis for the proper work allocationand the reinforcement of the role by analyzing the degree of importance andperformance depending on a central point of marine guard and safety work of theMaritime Security Administration through selection and concentration. In this study the degree of importance and performance of work divided to 5parts(maritime security, marine safety, search and rescue, water leisure, andinvestigation intelligence) was evaluated and the conclusion drew by IPA matrixas follows. First, the degree of performance of search and rescue work and investigationintelligence work was analysed lower than that of importance, so the role of theseworks should be strengthened. Second, the scope of the investigation intelligence work was reduced but itsimportance is not to be ignored, so the investigation intelligence work should bedone by focussing on the proper maritime policing duty as well as establishingclear jurisdiction with land police. Finally, the performance of the work involved in ‘low priority level’ and ‘overkill’is to be lower than present and the institutional improvement about the work thatneed to be focussed should be reflected in the policy alternative.

이 연구는 해양경비안전본부 해양경비안전국의 분장 사무를 중심으로 해양경비안전 업무의 중요도와 수행도를 분석하여 선택과 집중을 통한 적절한 업무 배분과 역할 강화를 위한 이론적 기초자료를 제시하는 것을 그 목적으로 하고 있다. 이를 위하여 해양경비, 해상안전, 수색구조, 수상레저, 수사정보의 5개 영역을 중심으로 영역별 업무의 중요도와 수행도를 평가하였으며, 통합 IPA 분석결과를 살펴보면서 다음과 같은 결론을 도출하였다. 첫째, 수색구조 업무와 수사정보 업무 중심으로 중요도에 비해 수행도가 낮게 나타나 이들 업무를 중심으로 해상안전과 연계된 해양경비안전본부의 역할 강화가 이루어져야 한다. 둘째, 수사정보 업무의 경우 그 범위가 축소되었지만 현행 제도하에서도 수사정보 업무의 중요성을 간과할 수 없으며, 육상경찰과의 명확한 관할권 확립과 더불어 해상치안 본연의 역할에 집중된 활동이 이루어져야 한다. 마지막으로 제3사분면의 ‘저순위’와 제4사분면의 ‘과잉’에 해당하는 업무를 중심으로 그 수행강도를 낮추어 수색구조와 수사정보 영역의 ‘집중’해야 할 업무들에 대한 제도적 개선 및 이를 위한정책대안에 업무분배 및 조정 기준으로서 반영되어야 한다.
