Now it is time for Korea, as a donor country, to appropriately expand its role in the domain of official development assistance (ODA). However, only a few studies have been conducted on the motivation for ODA, current status of ODA, and method of allocating ODA in Korea. Therefore, the goals of this study are to investigate the concept, type, motivation, and current status of Korean ODA and to conduct an empirical test using thirteen Asian countries in order to find adaptable ODA strategic implications. The research model consists of three categories: 1) internal economic factors such as per capita GDP, population, energy production and inflation; 2) institutional factors such as the corruption perception index and the degree of freedom; and 3) external economic factors such as openness and inward FDI. The results show that the internal and external economic factors are significant and that institutional factors are not statistically significant. Finally, the study also suggests some implications for Korea’s ODA strategy.

한국도 이제는 선진국이며, ODA 공여국으로서 그 역할을 점차 확대해야 할 시기가 되었다. 그러나 한국의 ODA 역할과 그 현황은 무엇이며, 어떻게 ODA 자금을 적절하게 배분할 수 있는지에 대한 심도 있는 연구는 아직 미흡한 상황이다. 이에 본 논문에서는 ODA의 개념과 유형, 한국 ODA의 현황을 살펴보고, 한국이 ODA를 비교적 활발하게 수행하고 있는 對아시아 13개 국가를 중심으로 실증분석을 수행하였다. 특히, 실증분석은 한국의 ODA에 있어서, 대내적 경제요인, 제도적 요인, 대외적 경제요인을 중심으로 어떻게 ODA 금액이 배분되었는지를 고찰하였는데, 분석결과 ‘대내적 경제요인’과 ‘대외적 경제요인’은 유의한 통계적 결과가 나타났음에 반해 개방성과 외국인직접투자(inward FDI)를 고찰한 ‘제도적 요인’은 유의하지 않은 통계적 결과가 도출되었다. 끝으로 본 연구에서는 이러한 연구결과를 바탕으로 향후 한국의 ODA 전략과 관련된 시사점도 제시하였다.
