Population structure in current society is characterized as “aging society". Under this aging society, the prompt and large-scale expansion of welfare for the elderly is required to meet the welfare demand of the elderly. As we know, the disabled can be classified as ‘deserving’ for welfare services while the elderly be classified as ‘undeserving’ one relatively because the latter can be protected by social insurance. To figure out the factors influencing welfare spending for the elderly, I test what factors influence the welfare spending for the elderly. Especially, the impact of political factors like political competition, female share in a local assembly, and mobilization power of the elderly which could be the instrument to improve their welfare benefits are tested with panel data comprising 30 local governments for 2000 to 2007. OLS and GLS are applied to analyzed the model. I find out that political competition, female share in a local assembly, share of the elderly population, welfare spending in the previous year, local tax per capita, economic development spending and GRDP influence welfare spending for the elderly. Unfortunately, electoral participation of the elderly does not affect welfare spending in spite of their high electoral participation. These results imply local political mechanism is working in local decision making process, but the mobilization power of the elderly is not connected to political mechanism or decision making system, and economic development is the priority for local governments.

최근 한국사회의 급속한 노령화와 노인인구의 확대에 따른 복지요구(수요)를 충족시키기 위해서 신속하고 상당한 규모의 복지서비스의 확대가 요구된다. 전통적으로 장애인들은 복지를 당연히 받아야 될 집단으로 분류되어 온 반면, 노인들의 경우 연금 등의 사회보장서비스에 의해 보호될 수 있기 때문에 상대적으로 복지대상자의 범주로 여겨지지 않다가 최근 사회문제로 부상한 시급한 문제이다. 이런 시점에서 과연 어떠한 요인들이 노인복지에 영향을 미치는지 파악하기 위해, 노인복지를 결정하는 요인들을 검증하였다. 특히 지방정치에서 노인들의 동원력(mobilization power), 정치적 경쟁, 지방의회의 여성의원의 증가가 노인복지에 어떠한 영향을 미치는지를 대구와 경상북도의 30개 지방자치단체 노인복지지출자료를 이용하여 검증하였다. 분석방법으로는 이분산성과 상관관계를 가진 패널데이터를 분석하는데 적합한 GLS를 적용하였고, 그 결과 단체장의 경쟁력, 의회의 여성의원비율, 잠재적 동원력변수인 노인인구의 비율, 1인당 지방세, 지역총생산, 전년도 노인복지예산, 경제개발비가 유의한 변수로 나타난 반면, 기대하였던 동원력의 측정변수로서 노인들의 선거참여율은 유의하지 않은 것으로 나타났다. 이러한 결과는 분권화의진전으로 지역의 정책결정에 지방정치가 영향을 미치고 있음을 보여주는 한편 노인들의동원력이 정책의 결정과정에 연계되지 못함을 의미한다.
