This study is for developing a program that can make teachers counsel better at elementary school and evaluating its effectiveness. For it, a demand survey of 370 current homeroom teachers at elementary school in 3 districts has been conducted. The survey was consist of teachers' difficulties as a counselor, students' maladjusted behaviors in class and a sort of training program teachers would like to take. From the survey, the 4 components were deducted - counseling techniques and activities, understanding children's psychology and characters, a method of dealing students' maladjusted behaviors in class and a method of counseling parents. A pretest program which contained these 4 elements was conducted to 12 elementary school teachers and some factors were complemented. In addition, some experts' content validity verification was added. After that, the final design was decided. The program was operated to teachers' duty training program during 10 weeks. And the program evaluation was conducted through 16 teachers' self-efficacy test of school counseling and guidance who took the program. Last, a discussion of result and suggestion for further study were mentioned based on the teachers' satisfaction evaluation survey and impression comments.

본 연구의 목적은 초등학교 담임교사의 상담역량을 강화시킬 목적으로 프로그램을 구안하고 그 효과를 검증하는 것이다. 이를 위해 3개 지역 현직 초등학교 담임교사 370명을 대상으로 상담자 역할을 감당할 때 경험하는 어려움, 교실에서 문제가 되는 부적응행동, 희망하는 교 육영역에 대한 요구조사를 실시하였다. 조사결과를 바탕으로 4가지 구성요소-상담기법과 상 담활동, 아동의 심리와 성격 이해, 교실에서 문제되는 부적응 행동을 다루는 방법, 학부모상 담의 방법-를 도출하였다. 도출된 구성요소를 반영한 예비 프로그램을 12명의 초등 담임교사 들에게 실시한 후 미비점을 보완하였고, 전문가 집단의 내용타당도 검증과정을 거쳐 최종 프 로그램을 완성하였다. 완성된 프로그램은 30시간 직무연수의 형태로 개설하여 10주에 걸쳐 실시하였다. 그리고 연수에 성실하게 참여한 16명의 현직 초등학교 담임교사를 대상으로 상 담자활동 자기효능감, 생활지도 효능감 검사를 통해 프로그램의 효과를 확인하였다. 이후 추 후검사를 실시하여 프로그램의 효과가 지속되는 것을 확인하였다. 또한 만족도 평가와 소감 문 분석을 하였다. 이를 바탕으로 결과 논의와 후속 연구를 위한 제안점을 제시하였다
