The present study was carried out to consider how we should reform the teacher education system in Korea. First of all, previous studies on the teacher -educating organization reform are summarized. Then, we consider the teachers' quality, which is required to face with changes of the Korean society occurring in the 21st century.
With a special reference to the 'Integration or Liaison Management of kyotae (University of Education) and satae (College of Education at national universities),' which has been one of the govermental policies on the teacher-educating organization reform, the authors surveyed and analyzed the opinions not only from the Council for Presidents from the national universities of education and the Council for Deans from the colleges of education at national universities, but also from professors, students, and alumni of both Chonju National University of Education and College of Education at Chonbuk National University. With regard to the 'Integration of kyotae and satae,' both schools recognize the necessity of the integration, but they differ in how to integrate them. Kyotae wants a kyotae-centered integration, while satae wants kyotae to be merged into its own university.
Therefore, the Ministry of Education should readjust the teacher education system to a desirable direction in accordance with the procedure after converging opinions from both schools. They may start a joint research-and-development of teacher education programs, mutual accreditment of credits students get from the other school, and reciprocal interchange of students and the faculty in preparation for the extension of compulsory
education according to the Seventh Basic Common Curriculum for the Nation, which starts in the year of 2,000.

본 연구는 다가오는 2l세기에 대비하여 한국의 교원양성체제는 어떻게 개혁되어 야 할 것인가를 고찰해 보기 위하여 출발되었다． 먼저 서론에서는 선행연구의 개관을 통하여， 그 동안 교원양성체제 및 교원교육 개혁에 관한 연구들을 정리하였다． 본론에서는 21세기 한국사회의 변천과 기대되는 교원의 자질에 대하여 고찰했다． 특별히 이 연구에서는 정부의 교원양성 기관 정비 방침에 하나였던 ‘교／사대 통합 및 연계 운영’ 에 관하여 교육대학교 총장협의회와 국립 사범 대학장 협의회， 그리고 전북지역사회의 초· 중등교사 양성의 중추적 역할을 담당해 온 전주교육대학교와 전북대학교 사범대학 교수ㆍ학생ㆍ동문들의 의견을 비교하였다．
‘교/사대 통폐합’ 에 대하여는 교육대학교와 국립사범대학 양쪽 모두가 그 필요성을 인정하고 있으나， 교육대학은 교육대학교 중심으로， 국립사대는 국립종합대학교 내로 통합되기를 희망하고 있다． 교육부 등 정책 입안ㆍ추진의 금후의 방향은 2000년 초부터 실시하게 되어 있는 제7차 국민공통기본교육과정의 의무교육 연장에 대비하여， 교육대학과 국립사대가 교원교육 프로그램 및 교육과정과 학점의 공동연구개발 및 상호 인정， 그리고 교수와 학생의 상호 교류부터 우선 시작하여 교대 사대 양집단의 의견을 충분히 수렴하면서， 단계적 절차를 밟아 교원양성체제를 정비해 나가는 방향으로 개혁을 추진하는 것이 적절하다고 여겨진다，
