The result of this research shows that it is possible to give future-oriented advice to boost the enhancement business for public victims in my country in several ways. First, we need to continuous interest in the sacrificed people for the public interest. For those who sacrificed guarding citizen's lives and property(the police, maritime police and fire-fighters), the nation and people should pay more attention to them. What I found out from 1:1 interviews is that their concerns are only for the moment of the accidents and got fade away completely as time passed. Their spouses and children left in the basket might face difficult lives in the midst of indifference. This means that the National Emergency Management Agency, the National Police Agency and the National Maritime Police Agency should expand their roles as mediators more positively for the public to pay more attentions to those who sacrificed for our nation. Second, the Act on Respectful Treatment and Support for Men of National Merit should be revised because the bereaved families are suffering from economic difficulties due to the loss of the head of family, it is imperative to revise the relevant laws to improve supports and thereby repay for their sacrifice. Third, in order to expand the enhancement business for supporting men of national merit, sponsoring organizations should be expanded consistently. Regretably, Chamsuri Love for supporting the police and Supporters' Alliance for the Sacrificed Police and Fire-fighters are the only supporting organizations in Korea. However, Chamsuri Love supports only 16 families and Supporters' Alliance rarely supports anyone due to the lack of donation. Since it is hard to conduct enhancement business in national level, the National Emergency Management Agency, the National Police Agency and the National Maritime Police Agency should connect with the relevant organizations and the citizens to promote enhancement business for the purpose of vitalization. This paper is created by researching materials of literatures on the execution of enhancement business based on qualitative research methodology and descriptive approach.

본 연구의 수행 결과 우리나라 공익희생자를 위한 선양사업의 활성화를 위해 다음과 같이 몇가지 미래 지향적 제언이 가능하다. 첫째, 공익희생자에 대한 국민들의 지속적 관심표명이 필요하다. 국민의 생명과 재산을 지켜주다가 본의 아니게 순직한 공익희생자(경찰, 해양경찰 및 소방)들에게 국가와 국민들은 더 많은 관심을 가져주어야 한다. 본 연구자는 공익희생자 가족들과의 개별면담에서 국가와 국민들이 공익희생자가 희생되었을 당시만 반짝 관심을 가져주고 시간이 흐르면서 완전히 잊어버린다는 점을 확인할 수 있었다. 결국 홀로 남겨진 공익희생자의 배우자와 어린 자녀들은 주변의 무관심 속에 어려운 삶을 영위해 나가야 한다. 이 문제의 해결을 위해 경찰청, 국민안전처 산하 해양경비안전본부 해양경찰 및 중앙소방본부 기관들은 공익희생자들에게 국민들이 더 많은 관심과 후원을 보내줄 수 있도록 홍보활동을 더 적극적으로 확대해 나갈 필요가 있다. 이는 관련 학술단체들과 밀접하게 연계하면 그들로부터 매개자역할이 충분히 가능할 것으로 본다. 둘째, 국가차원에서는 기존의 국가유공자등 예우 및 지원에 관한 법률의 개정이 필요하다. 공익희생자 유족들이 가장을 잃고 경제적으로 어려움과 고통을 겪고 있는 만큼, 이들의 희생에 대한 대가를 지불 및 지원하고 더 많은 복지혜택이 주어질 수 있도록 관련 법률의 개정을 추진하며 현재 매우 열악한 선양시설을 확충하고 추모행사의 활성화를 위한 제도들을 개선해 나가는 노력이 시급한 실정이다. 셋째, 경찰과 해양경찰 및 소방 관련 민간단체와 학술단체들이 중심이 되어 공익희생자를 돕기 위한 선양사업의 확대에 적극 나서야 할 때가 되었다. 다시말해 국가적 차원에서는 법이 정한 한도 이상의 지원은 일정 한계가 있는 만큼 경찰청과 국민안전처 산하 해양경비안전본부(구 해양경찰청) 및 중앙소방본부(구 소방방재청)는 경찰 관련 학회, 경우회, 시민단체들과 연계해 공익희생자들의 선양사업이 활성화될 수 있도록 홍보활동에 적극적으로 나설 필요가 있다. 넷째, 소방, 경찰, 해양경찰로 근무하다 순직한 공익희생자들을 위해 국가차원에서 합동명예의 전당을 세워주고 추모일을 정해 예산지원과 함께 민간단체 중심의 추모행사를 하도록 하는 것이 바람직한데, 이것이 계기가 되어 순직한 경찰․소방 관련 공익희생자들을 돕는 민간후원단체가 태동할 가능성이 클 수 있기 때문이다. 그리고 정부에서는 선진외국에서 처럼 국가, 지자체 및 공공기관에 조기도 게양하고 대통령이 추모성명도 발표해 유가족들로 하여금 긍지를 가지도록 해주는 것도 매우 의미가 크다고 본다.
