A recent surge in illegal gambling is the cause of many social and economical issues. Due to the unlimited use of illegal gambling bets addicts and gang members and crime and Herbalife, bankrupt with causing the problem. In addition, without a dime of tax proceeds belong to illegal gambling operator goes full of healthy leisure life and the national economy are doing serious abuses. Moreover, illegal gambling, such as illegal gambling industry is scrambling, but difficult to ponder deeply the Government crackdown is the point. Increasingly growing illegal gambling industry measures to prevent the spread of the time. This study, in order to regulate the illegal gambling industry of Delphi (Delphi) and analytical decision making hierarchy (AHP) technique was applied. Illegal gambling industry's through the Delphi technique, first effective regulatory measures to specifically search. This is based on the use of efficient regulation for the AHP analysis techniques to a higher level and lower level improvement between the importance of getting the priorities. 최근 급증하고 있는 불법도박은 사회ㆍ경제적으로 많은 문제점을 야기하고 있다. 불법도박은 무제한 이용, 무제한 베팅으로 인한 중독자 및 파산자 양산, 조직폭력배 및 범죄와의 연계 문제 외에 세금 한푼 없이 수익금 전액이 불법도박 운영자에 귀속돼 국민들의 건전한 레저생활 및 국민경제에 심각한 폐해를 끼치고 있다. 더욱이 불법 도박 등의 불법 사행산업이 난립하고 있지만 단속이 어렵다는 점도 정부의 고민을 깊게 하고 있다. 갈수록 커져가는 불법 사행산업의 확산을 방지하는 대책이 필요한 시점이라 하겠다. 본 연구는 불법 사행산업의 효율적 규제를 위하여 델파이(Delphi)와 계층분석적 의사결정(AHP)기법을 적용하였다. 우선 델파이기법을 통하여 불법 사행산업의 효율적 규제방안을 구체적으로 탐색하였으며, 이를 바탕으로 AHP분석 기법을 이용 효율적인 규제를 위한 개선방안을 상위 수준 및 하위 수준별로 항목간의 중요도를 파악하여 우선순위를 도출하였다. 그 결과 가장 중요한 우선순위로 응답한 것은 불법사행산업관련자 처벌강화였다. 두 번째는 특별사법경찰제 도입, 세번째가 사감위의 역할 재정립, 네 번째가 효율적 단속 및 수사기법활용, 다섯 번째가 온라인 불법사행산업 규제체계 마련 순으로 평가되었다. 즉 특별사법경찰제의 도입을 통한 불법사행관련자 처벌이 가장 우선시되어야 할 규제정책인 것을 알 수 있으며, 이러한 정책을 진두지휘할 사감위의 역할이 재정립이 필요한 것을 알 수 있었다.
