Implementing performance management system(PMS) entails measurement of one’s performance and evaluation on the attainment of one's goal. Therefore, employees‘ overall understanding of the system has a crucial role for facilitating its consistent and successful implementation. Especially, intrinsic characteristics of public organizations, such as goal ambiguity or existence of multiple interest groups influence how employees’ performance are structured, measured and managed, which in turn, relate to the way PMS is operated. In the context of police organizations, tasks and activities of police officers are complexly intertwined with different individuals, organizations, and social entities. Therefore, in the process of managing performance management system, it is important for police officers to reach a consensus about objectives of performance and performance measures based on members’ overall understanding of the system. This study aims to examine the effectiveness of performance management system of police agency focusing on members’ understanding of performance management system. A structural equation modeling was conducted by using a subsample(n=1,000) of 10,619 police officers in order to test effects of understanding of PMS on expected benefits. Moreover, impacts of antecedents of understanding: communication, clarity of measures, participation, and job relevance are tested. Results show that clarity of measures, participation, and job relevance have positive and statistically significant effects on understanding. In addition, clarity of measures, participation and job relevance have positive and statistically significant indirect effects on expected benefits, which are mediated by understanding. Based on these results, practical implications are discussed.

성과관리 제도운영은 성과에 대한 측정과 목표 달성도 등 평가와 관련된 과정이 수반되므로 조직구성원들의 제도에 대한 전체적인 이해도가 제도의 지속적인 운영에 중요한 역할을 한다. 특히 공공조직은 목표모호성과 이해관계자의 다양성이 높은 특성이 있으며, 이러한 특성은 성과측정과 관리방식에 영향을 미치고 결과적으로는 민간부문과는 성과관리 제도운영에 있어서 차이가 나타난다. 대표적인 공공조직 중 하나인 경찰의 업무는 다양한 활동들로 구성되어 있으며, 개인, 조직, 사회적 변수들이 복잡하게 연계된 특성을 나타낸다. 따라서 성과관리 제도의 운영에 있어서 중요하게 고려할 점은 얼마나 조직구성원들이 제도의 목적을 이해하고 있으며, 이를 바탕으로 성과관리 제도의 핵심적인 내용인 성과목표 및 성과지표 등에 대하여 동의하고 있는지 여부와 관련된다. 이러한 점을 고려하여 본 연구는 경찰청 전체를 대상으로 한 설문을 통하여 성과관리 제도에 대한 구성원들의 이해 및 제도에 대한 기대효과와 제도운영 과정에서 중요한 요인인 의사소통과, 평가지표 및 참여, 업무와의 연관성 간의 관계를 구조방정식을 활용하여 분석하였다. 이러한 분석 결과에 따르면 성과관리 제도에 대한 이해는 평가지표의 명확성, 제도에 대한 참여, 제도와 업무 간 연관성여부와 통계적으로 유의미한 인과관계를 나타내는 것으로 분석되었다. 또한 성과관리 제도에 대한 이해는 의사소통을 제외한 평가지표의 명확성, 제도의 참여, 업무연관성을 매개하여 제도효과와 통계적으로 유의미한 인과관계가 있는 것으로 나타났다. 따라서 경찰 성과관리 제도의 경우 제도운영과 관련된 정책적인 고려에 있어서 조직구성원들의 이해도가 중요하다는 점을 정책적 함의로 제시하였다.
