This Paper is to describe the introduction of modern parliamentary rules into the late-19C Korea and its implications to the political history of Korea. Seo Jai-pil asked Yoon Chi-ho to translate Henry M. Robert’s Pocket Manual of Rules of Order for Deliberative Assemblies into Korean language and then advertised the book in Newspaper The Independence. He also organized Co-achievement Club and Independence Club to teach the manners of public addressing and debating according to the Pocket Manual. The meetings for public addressing and debating helped create a new and modern public sphere and enlighten the Korean people. The Koreans’ easy acceptance of modern public sphere might be facilitated by virtue of the two political traditions of public discourses in king’s court or government office and People’s Association movement. Eventually, Independence Club and All the People’s Joint Association came to request the King to convoke a Parliament, although this parliament-building movement was failed. Nevertheless, the parliamentary rules of the National Assembly of the Republic of Korea have been evolved from the Pocket Manual.

이 글의 목적은 󰡔의회통용규칙󰡕의 번역을 통한 개화기의 근대적 의사규칙의 도입과 그것이 한국정치사에 어떤 의의를 가지고 있는지 살펴보고자 한 것이다. 그리하여 먼저 조선시대의 의논의 정치와 언관제도를 중심으로 유교적 공론정치의 전통을 살펴보았다. 다음으로, 서재필에 의해 도입된 근대적 의사규칙이 토론과 연설이라는 새로운 형태의 근대적 공론장을 창출하였는데, 협성회와 독립협회의 토론회에서의 토론과 연설을 중심으로 살펴보았다. 그런데 이와 같은 근대적 의사규칙은 미국 의회의 의사규칙에 기초하고 있으나, 조선시대의 의논과 합의를 중시한 공론정치의 전통과 19세기의 아래로부터의 민회 운동을 배경으로 개화기 조선에서 쉽게 받아들여졌으며, 독립협회와 만민공동회의 ‘의회주의’ 운동을 추동시켰다. 현재 우리 국회의 의사규칙도 서재필이 소개한 의사규칙이 발전한 것이다.
