This paper is an analysis on evaluation of the newspapers on the Character Education Promotion Act. The press includes claims of scholars who express their opinions through the media, including expression of journalists themselves. This Act was passed unanimously by all parliamentarians, including opposition members. However, Parliament is cold outside half‧cons when it comes to the enactment of this. This act was created in the wake of school violence and Sewolho-disaster. It is a good thing we were interested in character education because of this law The media assessment for this Act as follows: First, the dissenting and favor opinion confronted each other for this Law. The law has many challenges to overcome in the methods. Secondly, there are the problems of the three points in this Act. The contents of the core values ​​and virtues of character education emphasize the traditional values ​​and virtues such as feudal character education and the direction of obedience to the state. This Act have been driving the craze of humanity education in the private market. Outsourcing of the character education program to commercialize the resulting distorts the original intent of the Act. In conclusion, it is critical for us to change the method to the improvements needed.

본고는 인성교육진흥법에 대한 언론의 시각을 분석한 것이다. 인성교육법은 야당의원을 포함한 모든 국회의원들이 만장일치로 통과시켰다. 그러나 국회 밖에서는 이것의 제정에 관해서 찬‧반 양론이 팽팽히 맞서 있다. 인성교육진흥법은 학교폭력과 세월호 참사를 계기로 만들어졌다. 우리가 이 법으로 인하여 인성교육에 관심을 갖게 된 것은 바람직한 일이다. 이러한 인성교육법에 대해서 언론 평가를 분석해보면 다음과 같다. 첫째, 인성교육진흥법 제정에 대해서 찬성의견과 반대의견이 대립한다. 찬성론은 주로 법의 취지에 집중하고 있고, 반대론은 주로 방법 면에 초점을 맞추고 있다. 둘째, 인성교육진흥법상의 내용 가운데 세 가지 점에 문제가 있다. 인성교육의 핵심 가치와 덕목의 내용이 봉건시대 인성교육과 같은 전통적 가치와 덕목을 강조하는 반면, 시민정신을 반영하는데 미흡하다. 인성교육진흥법의 인성평가도 사교육시장에 인성교육의 열풍을 몰고 왔다. 인성교육 프로그램의 외주화 역시 인성교육을 상품화하는 결과를 빚었다. 인성교육진흥법의 본래 취지를 왜곡하고, 학교와 학원의 역할을 전도시킨다. 결론적으로 법 자체의 필요성에 대해 여전히 찬반의 논쟁이 심한 편이므로 취지를 살리되, 방법상 개선이 필요하다는 것이 핵심이다. 앞으로 이러한 점을 면밀히 검토하여 시대적 흐름에 부응하도록 시민교육과 결부시켜 수정‧보완하여야 한다.
