This research analyzes the characteristics and direction points of the urban regeneration project that have taken place in Busan’s historic cultural environment for last 10 years(2004-2015), and a new aim of urban regeneration projects is proposed based on our analysis. Busan is considered to be the most attentive city in utilizing its history and culture as the target of urban regeneration project, and recently many results in regeneration projects have been observed in Snabockdoro(Hillside Road) and historic urban core. However, despite the results, an intensive study of historic cultural environments’ meaning and their sustainability is still lacking for supporting regeneration projects. For this reason, we analyzed more than 50 urban generation projects related to historic cultural environments executed within past 10 years, and we propose a new direction for future urban regeneration projects. In fact, our research conducted a microscopic analysis on Yeongdo Bridge, Camp Hialeah, Youngjudong Step Alley, Daecheong-Ro, Dong River, Abandoned Railroad of Donghaenambu Line, which exhibited uniqueness and double-sidedness during its regeneration process. Upon summarizing our results, the trends and characteristics of urban regeneration process in Busan were acquired. The results show that 1) urban fabric, 2) living and industrial heritage and 3) cultural landscape are the three core elements that Busan’s historic culture environments are made of. And based on this result we propose an 1) improvement of daily life, 2) preservation of context and 3) discovery of “Busan-ness” as the new goal of Busan’s urban regeneration projects related to the historic culture environments. As a method to realize this new direction, we suggest an 1) establishment of the Busan Modernity Preservation Foundation and 2) institutionalization of Busan Heritage.

본 연구는 지난 10여 년 동안(2004～2015) 부산에서 진행된 역사문화환경과 관련된 각종 재생사업들에 대한 특성과 지향점에 대한 분석을 기본 목적으로 한다. 이의 달성은 도시 전반에 걸쳐 진행되었던 각종 재생활동에 대한 반성과 앞으로 부산이 추구하여야 할 도시재생사업의 방향 재설정의 계기가 될 것으로 판단한다. 부산의 경우, 도시의 역사와 문화를 재생사업의 대상으로 활용하는 시도는 전국 어느 도시보다 많은 것으로 분석되며, 최근 산복도로와 원도심을 중심으로 한 재생사업의 성과도 발생하고 있다. 그러나 표면적인 결과에 비해, 재생사업의 근거가 되는 역사문화환경들이 왜 소중하고 또한 미래에도 지속가능할 수 있는지에 대한 논의의 심도는 크게 부족한 상태이다. 이에 대한 방향성 타진이 본 연구의 출발점이었다. 본 연구는 지난 10여 년 동안 역사문화환경과 관련된 52건의 재생사업들을 분석하였다. 이 중 재생과정에 있어 특이성과 양면성이 강하게 드러나는 6개소 사업의 재생과정에 대해서는 미시 분석을 하였다. 이의 결과들을 종합화하여 역사문화환경과 관련된 부산 도시재생의 경향과 특성을 도출하였다. 결론적으로, ‘도시조직,’ ‘생활․산업유산,’ ‘문화경관’ 등 세 가지 요소들이 부산 역사문화환경의 핵심적인 근원(체)이라는 점을 규명하였고, 이에 근거하여 ‘일상의 삶 개선,’ ‘맥락 보존,’ ‘부산다움의 발굴’을 역사문화환경과 관련된 부산 도시재생의 지향점으로 정립하였다. 이와 함께 지향점 실천의 수단으로 ‘부산 근대성 보존재단의 설립’과 ‘부산유산 개념의 제도화’를 결론으로 도출하였다.
