- This paper examines the origin of the current economic crisis of Puerto Rico from a historical perspective. To the question of how to explain the Puerto Rican economic failure, some suggest that the inefficient and careless management of the economy by the state elite of the insular government caused the crisis. Others argue that the political status of Puerto Rico as a US commonwealth destined the economy to the intrinsically vulnerable condition from the very beginning. Unsatisfied with the existing two approaches, I argue that the recent Puerto Rican economic crisis may be better accounted for by the intentional dependence of the Puerto Rico elite on foreign capital and its unintentional institutionalization over the course of industrialization. In the mid-20th century the state elite of Puerto Rico deliberately pursued industrialization relying on US capital, which induced the Puerto Rican economy to gradually institutionalize measures for attracting more US capital. In other words, the autonomous decision of Puerto Rico over the course of industrialization ironically constrained the autonomy of the Puerto Rican economy itself and led it to the crisis in the long run.

- 본 논문은 최근 푸에르토리코의 디폴트가 어디에서 기인했는지에 대한 질문을 역사적인 접근을 통해 답하고자 한다. 푸에르토리코의 디폴트를 지난 10년간 푸에르토리코 정부의 비효 율적이고 방만한 경제 운용의 결과로 여기는 것은 다소 근시안적이고 단편적이다. 반대로, 미 국의 자치보호령이라는 정치적인 지위 때문에 푸에르토리코의 경제 발전과 위기를 애초부터 미국과의 절대적 종속 관계에서 설명하는 것도 충분하지 않다. 이에 저자는 푸에르토리코 경제 발전에서 발견되는 자발적 의존과 비자발적 고착화를 통해 현재 푸에르토리코 경제 위기의 근 원을 설명하고자 한다. 20세기 중반 푸에르토리코는 국가 엘리트들이 자발적으로 선택한 경제 모델 Operation Bootstrap을 통해 미국 자본에 의존하는 산업화를 추진하였다. 하지만 산업화 를 위한 이러한 자발적 의존은 점차 푸에르토리코 경제에 고착되어 실질적으로 더 이상 자치적 이지 않은 경제 운용의 상태에 이르렀고 결국 현재의 경제 위기에까지 이르게 되었다. 다시 말 해, 산업화 과정에 있어서 푸에르토리코의 자발적 결정이 아이러니하게도 푸에르토리코의 경 제적 자율성을 제약하고 위기에 빠뜨린 것이다.
