A continued investment of national R&D projects has achieved the quantitative growth of R&D performance such as paper and patent. Compared with other countries, however, R&D productivity, technology transfer and commercialization are insufficient. Therefore, this study is to propose a support method for diffusion of R&D performance from public research institutes. R&D policy and literature on diffusion of R&D performance are investigated, and it is conducted in-depth interview with a practitioner of this field. It is derived from the issues of the underlying infrastructure and ‘planning→ creation and protection → management and utilization → post-management’ processes for diffusion of R&D performance. This study suggests the following support method at the national level: active proliferation of large-scale success stories, substantial profit sharing for technology transfer contributors, associated technology marketing of public research institutions, production of specific standard operating manuals, Improvement of the performance evaluation methods and others. This study is expected to be the promotion of technology transfer and commercialization of public research institutions by setting up a support method for diffusion of R&D performance. In addition, awareness and foundation of diffusion of R&D performance will be able to contribute to the creative economy in conjunction with existing policies.

우리나라는 국가연구개발사업에 대한 지속적 투자를 통해 논문, 특허 등 R&D 성과의 양적 성장을 이루었지만, 연구개발 생산성, 기술이전·사업화 등은 주요국 대비 하위권에 머물고 있는 실정이다. 따라서 본 연구에서는 공공연구기관에서 창출한 R&D 성과의 확산을 촉진할 수 있는 지원 방안을 제시하고자 한다. R&D 성과 확산에 관한 정책 및 국내외 문헌을 조사·분석하였고, R&D 성과 확산 관련 실무 담당자를 대상으로 심층인터뷰를 실시하였다. 이를 통해 R&D 성과 확산을 위한 기반 인프라 및 ‘기획→창출·보호→관리·활용→사후관리’로 구성된 프로세스에 대한 이슈를 도출하였다. 본 연구는 대규모 성공사례의 적극적 확산, 기술이전 기여자에 대한 실질적인 성과 배분, 공공연구기관의 기술마케팅 연계, 구체적인 표준 업무 매뉴얼 제작, 성과평가 방식의 개선 등 기타사항 등 국가 차원의 지원 방안을 수립하였다. 본 연구에서 제시한 R&D 성과의 활용·확산을 위한 지원 방안을 통해 앞으로 공공연구기관의 기술이전·사업화가 촉진되기를 기대한다. 또한 R&D 성과 확산에 대한 인식 제고 및 기반 마련, 기존의 정책과 연계하여 창조경제 활성화에 기여할 수 있을 것이다.
