What are the socio-economic implications of private entrepreneurs for China’s market economy? The major research foci regarding Chinese private entrepreneurs so far have tended to be on their potential impacts on Chinese political change. The inquiry is based on historical experience that capitalists and the middle-class have substantially contributed to political liberalization, both of the western democracy and of the Third World. However, the research themes are limited to the political implications, so that do not include other aspects in which Chinese capitalists have played a role. In this respect, this paper pays attention to what effects Chinese private entrepreneurs have had in shaping a market economy and society during the course of market transition in China. ‘Wenzhou’ and ‘Anshan’ are respectively a typical case in a point that a capitalist (Wenzhou), or a state(Anshan) was a driving force for local marketization. By comparing two of typical cases, the paper argues that private entrepreneurs associated with organizational activism significantly contribute to the formation of social capital, which makes a market economy work well.

중국의 시장경제에서 민간기업가들의 사회경제적 함의는 무엇일까? 지금까지 중국 민간기업가(자본가)들에 대한 연구는 중국의 정치변동에 대한 영향에 초점을 맞추어오고 있다. 중국 자본가에 대한 이와 같은 연구경향은 서구의 부르주아 민주주의 혁명의 경험에 바탕을 둔 서구적 관점에 기인하고 있다. 하지만 중국 자본가가 중국 정치경제에 주는 영향과 함의에 대한 연구를 정치변동론에 한정시킬 경우 현대 중국의 정치경제적 특징의 맥락에서 중국의 자본가들이 주고 있는 다양한 영향과 함의를 놓칠 수 있다. 본고는 중국의 자본가들이 중국의 시장경제 형성과 발전에 주는 정치경제 및 사회적 영향에 초점을 맞춘다. 분석 사례인 ‘원저우’와 ‘안산’은 각각 자본가와 국가가 시장화를 주도해 온 전형적 사례에 해당한다. 이 두 상반된 대표적 사례에 대한 역사적 비교분석을 통해 중국의 민간기업가들이 시장경제 형성과 성숙, 그리고 발전에 주는 긍정적 영향을 분석한다. 두 사례 분석결과는 민간기업가 중심의 시장경제는 상회활성화와 사회자본 형성에 기여한 반면, 국가의존적 시장경제는 사회자본 형성이 미숙한 단계에 머물렀다. 민간기업가가 지역 시장경제를 위한 중심적 사회세력으로 성장하는 것이 시장경제의 지속가능한 발전과 작동을 하는데 기여하는데 중요하다는 결론에 도달할 수 있다.
