Since China’s reform and opening, she has had rapid economic growth, she has faced many structural problems such as deepening of regional unbalance and excess production capacity etc. In order to settle these problems and join the high ranks of developing countries(Xiao Kang society) in 2020, she has promoted her industrial policies along with regional development policies. This study focuses on the aspect of the change of China’s industrial policies and analyzes Five-Year Plans(or Guidelines) for National Economy and Social Development since her reform and opening and industrial development plans announced in recent years. And so, this study divides periods for the subjects according to China’s periods of Five-Year Plans and researches the aspect of the change of China’s industrial policies from the 6th Five-Year Plans for National Economy and Social Development to the 12th Five-Year Guidelines. This study also researches characteristics of industrial development plans announced in recent years and tries to find those policies’ implications for our companies. In recent years, many studies on China’s industrial policies generally focused on either China’s Five-Year Plans or individual industrial policy itself. But, this study takes methodologically different stance from those studies and tries to synthesize both Five-Year Plans and various individual policies. It also tries to give overall perspectives on China’s industrial policies and at the same time give details. Through this study, we can know that China’s industrial polices, presented in Five-Year Plans and recent years’ industrial plans, show characteristics of promoting high-tech imbedded products, information-based, energy-saving and establishment of world famous brands that are expected in general on thinking those policies. But except those, there are unique characteristics of China’s industrial policies. Those are policies for fostering global conglomerate with competitiveness through M&A and leveling up the degree of industrial concentration. That is to say, different from Korea’s industrial policies focused on small medium companies, China’s are focused on nurturing global level corporations. Promoting industrial clusters in various industries also shows another distinctive characteristic in those policies.

중국은 개혁개방 이후 급속한 경제성장을 이룩하였으나, 지역불균형 심화, 주요 산업의 생산능력과잉 등 해결이 쉽지 않은 구조적인 문제를 안고 있다. 중국정부는 이러한 문제점들을 해결하고 2020년에는 중진국 상위국가(小康社會)에 도달한다는 목표를 달성하기 위해 지역개발정책과 함께 산업정책을 지속적으로 추진해 오고 있다. 본 논문은 이와 관련 중국정부가 지속적으로 추진해오고 있는 산업정책의 변화양상과 특징을 개혁개방 이후 발표된 5개년 계획들과 산업별 최근 발전계획들을 통해 분석하고자 한다. 연구대상 시기를 국민경제 및 사회발전 5개년 계획에 맞추어 세분하고, 6․5계획에서 12․5계획까지 관련 시기별로 산업정책의 변화양상을 파악하고자 하였다. 또한, 12․5계획 실시 전후로 발표된 개별 적인 산업발전계획들을 분석하여 산업정책의 특징과 우리기업에게 주는 시사점을 찾아내고자 하였다. 방법론적으로는 그동안의 연구 분석이 5개년 계획 일변도이거나 특정 산업분야에 국한되고 있어 본 연구에서는 통시적으로는 5개년계획들을 공시적으로는 12.5계획과 연관된 개별산업정책을 분석하여 중국의 산업정책의 전체적인 모습과 세부적인 모습을 동시에 파악하는 방식을 취하였다. 연구분석 결과 중국정부가 발표한 그동안의 5개년 계획과 최 근년에 발표된 산업발전계획들에 나타난 산업정책의 내용은 관련 산업분야에서 첨단제품개발, 정보화, 에너지절감, 기술수준제고, 브랜드확립 등 우리나라의 산업정책에서도 흔히 거론되는 정책들이 주를 이루고 있었다. 그러나 개별 산업발전계획에는 우리나라와 확연히 다른 산업정책의 특징이 드러났는데 이는 산업분야별로 M&A 등을 통해 국제적인 경쟁력을 갖춘 대기업들을 육성하고, 관련 산업의 산업집중도를 높이겠다는 것이다. 중소기업위주의 정책으로 흐르는 우리의 산업정책과 달리 대기업 그것도 글로벌 대기업을 육성하겠다는 것이 중국정부의 산업정책의 특징이 되고 있다. 또 다른 특징은 산업클러스터를 산업분야별로 적극 조성한다는 것이다.
