“Special Attention” model of the special background in the specific historical stage has played a positive role in the development of International University Student Affairs Administration during the past 60 years in mainland of China. However, with the development level of internationalization of higher education, the “Special Attention” mode is unable to adapt to the diversity of backgrounds of International University Student Affairs Administration, and it’s drawbacks continue to reveal. Meanwhlie, colleges and universities constantly make changes and adjustments according to the characteristics of the times combined with advanced conception. Do the review and analysis of the “Special Attention” model has important theoretical and practical significance in the establishment of new cross-cultural convergence model.

中国高校来华留学生教育管理事业在60多年的发展历程中，特殊时代背景下的“特殊化”管理模式在特定的历史阶段曾经起到过积极的推动作用。然而，随着高等教育国际化水平的发展，特殊化管理模式的弊端不断显露，已经无法适应多元化背景下的来华留学生事务管理工作，高校也根据时代特点结合先进的管理理念，不断做出改变与调整。对特殊化模式的回顾与分析，对于新的跨文化趋同管理模式的建立有着重要的理论与现实意义。
