The purpose of present study is to better understand relating to philosophy of Chinese social welfare and public safety using the historical and criminal justice acknowledges. The paper is to explain how collectivism has some correlations with other welfare philosophies such as Confucian, Buddhist, and Material. The paper consists of five sections to rethink the philosophy of Chinese welfare and public safety. Section two highlighted the relationship between Confucianism and popular welfare and public safety relating to the origin and development of granary system for nourishing the people. Section three introduced Buddhist activities designed to attain salvation, state-sponsored charity, and relief programmes for social welfare and public safety. In section four, the development and introduction of the welfare and public safety by lineage in China, as a unique situation which occurs in East Asian countries, were highlighted that how the system by lineage cooperated with social situations and issues. Final section highlighted that how Chinese social welfare and public safety programmes based on collectivism run and develop, and analyse in terms of critical points.

본 연구는 중국사회복지와 안전철학에 관한 역사적 그리고 사법적 고찰을 통한 발전적 방안의 제시가 목적이다. 본 논문에서는 서구국가들과 다른 특징을 보이는, 소위 집산주의에 기초한 중국의 복지 및 안전철학들을 이해하고 어떻게 중국사회에 영향을 미쳐왔는지를 살펴보는 것에 의의가 있다. 이를 위하여 2절에서는 중국인들의 풍요로움을 위해 유교사상이 어떻게 공공의 안녕과 질서유지 그리고 복지적 측면들에 영향을 미치게 되었는지에 대해서 살펴보았고 또한 3절에서는 불교로 대표되는 종교적사상에 근거한 여러가지 활동들이 중국인들의 빈곤, 사회복지, 공공복리 및 기타 사회안전유지를 위한 다양한 활동들에 대한 분석에 초점을 맞추었다. 그리고 4절에서는 동아시아 국가들에서 특별히 나타나는, 가족혈통에 근거한 사회최소단위들이 중국사회현상들과 유기적으로 결합하여 사회복지와 사회안전을 확보해왔는지를 역설하였다. 그리고 5절에서는 상기의 내용들에 기초하여 집산주의 문화적성향을 가지는 중국사회복지 및 사회안전철학에 대해서 비판적 관점에서 발전적 방안들을 살펴보았다.
