This paper extensively studies the development of rural enterprises (township-village enterprises) in China during the period from 1978 till the present years. As the Chinese government had sought for the reform and market-opening of its economy, the township-village enterprises(TVEs) had been rapidly growing in the 1980s and the first half of 1990s with the favorable support of the state. Meanwhile, they had played positive roles in helping improve the rural productivity, solve the problem of surplus labor, raise farmers' incomes, and narrowe the gap between rural regions and cities. This study focuses on the development of TVEs in the changing environment from 1980s to 2000s and then explores the future development strategy of TVEs for the transformation into the rural small and medium sized enterprises(SMEs) or private enterprises. After the process of marketization changed the development environment of TVEs in 1990s, a large-scale restructuring has been made due to the intensification of competition. Along with the reform and development of TVEs, however, they have faced many obstacles and problems. Among these, structural contradictions, inappropriate investments, regional imbalance of development, relatively low quality of the employees, difficulties in recruitment, tension of production elements, shortage of funds and frequent natural disasters have been still hampering their development. To solve economic and social problems in China's rural regions, it remains an effective means to vigorously support the development of TVEs. The further development of TVEs should not be ignored, as the three rural issues (village, farmer, and agriculture) remain unsettled. In this regard, this study intends to provide the policy suggestions and countermeasures to overcome these problems.

중국의 향진기업은 과거 대도시와 농촌 경제권이 분리되는 이중구조적 발전에 따른 소산물로 탄생되었다. 향진기업은 도시기업과는 다른 기능, 조직, 역할 및 운영방식을 가지고 지역경제의 자본축적 및 지방재정의 조달수단으로 사용되어, 농촌 현지고용 창출과 소득증가의 핵심 루트로 작용하였다. 하지만 1990년대 중반 이후 발생한 중국 국내시장 및 경영환경의 변화는 향진기업의 발전에 대해 불확실성을 증가시키면서 기존의 향진기업이 갖고 있던 특징적 장점이 오히려 향진기업 발전의 제약요인으로 작용하였다. 먼저 본고에서는 향진기업의 발전과정에서 나타난 제반 변화를 고려하여, 중국 향진기업의 발전과정을 분석해보고 향진기업의 역할 중 아직까지 중요하게 작용하고 있는 역할을 살펴보겠다. 둘째, 본 연구에서는 중국 향진기업의 발전과정상 최근에 나타나고 있는 주요 환경의 변화와 노정된 문제점들을 분석해 봄으로써 향진기업 발전방향에 대한 향후 연구의 기초를 제공하였다. 셋째, 중국 향진기업 발전과정의 종합적 분석을 토대로 향진기업에 대한 새로운 발전경로를 제시하려고 시도하였다. 본고에서는 도시와 농촌의 이중구조 속에서 발생한 향진기업의 발전과정과 역할, 최근의 주요 환경변화와 문제점 등에 대한 분석을 토대로 전통적 향진기업의 새로운 발전경로로 ‘농촌중소기업’으로의 전환을 제시하였다. 이러한 변화를 위하여 본고에서는 기존의 향진기업 관리부문을 ‘농촌중소기업관리기구’로 전환하거나 중소기업관리기구 내의 ‘농촌중소기업 전문관리부서’로의 전환하는 방안과 농촌중소기업에 대한 행정관리 방법으로 국무원 내에 국가중소기업발전총국의 신설과 산하기구로 농촌중소기업 발전기구를 설치하는 방안 등을 제시하였다. 또한 본고에서는 향후 전환될 농촌중소기업의 효과적인 발전을 위해 ‘전국농촌중소기업전문업무회의’의 개최와 이와 관련된 ‘지도성 문건’의 발행 및 기타 세부지원방안 등을 구체적으로 제시하였다.
