The rise of china is a key theme of international policy in 21 century. China has become the most influential country along with the United States because of combined factors of economy, national defense, diplomacy and politics for the last 30 years since its reform and opening. China has secured international influence, experiencing three major curves like the 1989 Tiananmen Square Incident, 2001 9/11 and financial crisis in 2008. This thesis looks into trend in research on theory of Peaceful Rising of China-Peaceful Development -Harmonious World, Relations between china and the US and Soft Power which are main subjects of foreign policy with international emergence of china. Theory of Peaceful Rising of China- Peaceful Development-Harmonious World were china's countermeasures against criticism and containment of western countries including the US. The competition and the cooperation between china and the US has been changed depending on the period of three major curves. Soft Power is becoming essential for supporting foreign policy after national power of china was stabilized since the mid-2005. Chinese foreign policy has been changed flexibly based on dynamic growth in the domestic economy. In this regard, the future foreign policy of china highly depends on how china secures internal stability and how much influence china has on international society.

중국의 부상은 21세기 국제정치의 핵심주제이다. 지난 개혁개방 30년 동안 중국은 경제, 국방, 외교, 정치적 요인에 의해 미국과 함께 가장 큰 국제적 영향력을 갖는 국가가 되었다. 중국은 천안문 사태(1989), 9.11테러 사건(2001), 미국의 금융위기(2008) 등 세 번의 굴곡을 경험하면서 국제적 영향력을 확보해 왔다. 이 논문은 이러한 중국의 국제적 부상에 따른 외교정책의 핵심주제인 화평굴기․화평발전․조화세계론과 중미관계, 그리고 소프트파워에 대한 연구동향을 비판적으로 검토하고 평가하고 있다. 화평굴기․화평발전․조화세계론은 미국은 비롯한 서구의 중국에 대한 비판과 견제에 대한 대응정책이었다. 중미관계는 중국의 부상과 함께 경쟁과 협력이 시기에 따라 변화해 왔다. 소프트 파워는 2005년 중반 이후 중국의 종합국력이 강대국으로 안정화 되면서 대외정책의 보강차원에서 주목받고 있다. 중국의 대외정책은 국내의 역동적인 성장에 기반을 두고 유연하게 정책변화를 해 왔다. 그런 면에서 향후 중국의 대외정책은 중국내부의 안정성을 어떻게 확보하느냐와 국제사회의 실질적인 영향력을 얼마나 갖느냐가 중요할 것이다.
