中国西北地区农业科研投资效益的实证研究
An empirical study on the effectiveness of agricultural R&D in Northwest China

Based on statistical data of the agriculture in five provinces of the Northwest China from 1986 to 2005, the article estimated that crop production function, and calculated the marginal agricultural research investment income and internal rate of return. The results showed that there was no much difference of marginal returns of R&D during different period in the same region, and there was much difference in different regions. The highest return in ShanXi was 6 times than the lowest return in NingXia. In the whole, the internal rate of return of R&D investment in this five provinces is not too high. Therefore, the article believed that the five provinces in the Northwest need to further increase investment in agricultural research, and improve agricultural research system, so as to promote the growth of agricultural output.

本文选取了1986～2005年中国西北五省的农业产出、科研投资及其他投入要素的数据，构建了面板数据，估计种植业生产函数，并计算了农业科研投资的边际收益及内部收益率。研究的结果表明：同一省区历年科研投资的边际收益相差不大，除新疆为其他四省区均呈上升趋势；不同省区间，科研投资的边际回报相差较大，回报最高的陕西比最低的宁夏高出了6倍左右；从整体上看，各省区的科研投资内部收益率不算太高。因此本文认为，西北五省需要进一步加大农业科研投资力度，健全和完善农业科研体系，从而促进农业产出的增长。
