The public policy is one kind of tool which the government uses for to solve the social problem, and to carry on the benefit adjustment. Undoubtedly, fairness, it’s substantive characteristics is the base of the public policy's core value. As the notion of “administrate the nation with moral” appears and develops, the function of ethics and the value in the domain of public policy become increasingly more important. Meamwhile, do the research on ethics question in the process of public policy’s formulation make significance sense on the practice of public policy’s scientific, democratization and highly efficiency. This article unifies the science of administration and ethics together, observes and ponderes main ethic issule such as the value orientation of policy maker, public participation as well as the fairness and efficiency of policy in the process of public policy's formulation. By means of deep analysis, the author point out some useful methods and countermeasures to solved the problem above and emphersise the influence of justice and fairness on the policy's maker. Besides, this article pay more attention to the problem that whether the policy's maker can conform their practice to the basic rule of scientific and democracy. Finally, we can draw the conclusion that besides the law and the system construction, strengthening the conception of fairness and justice of policy maker inorder to improve the public policy formulation's social fairness is an effective measure.

공공정책은 정부 등 공공주체가 사회문제를 해결하고 이익조절을 하는 한 가지 도구이다. 그것의 본질적 특성인 공평성은 공공정책 자체가 공평함을 핵심가치로 가져야 한다는 것이다. 공공정책 제정과정에서 윤리문제를 연구하여, 공공정책의 과학화, 민주화, 고효율화를 실현시키는데 아주 중요한 현실의의가 있다. 본 논문은 행정학과 윤리학의 상호결합이라는 각도에서 공공정책제정과 정책제정 주체의 공평성과 효율성 등 주요 윤리문제를 중심으로 관찰하였다. 이런 문제성의 원인분석을 통해 문제를 해결하고 방법과 대책을 세웠으며, 공평 정의 이념의 배양을 통해 정책제정 주체가 정한 윤리 관념을 수립하도록 한다. 인도주체 행위는 합법성도 있고 합덕성도 있다. 정책제정 주체의 사상소질을 높이면 항상 도덕을 실천하고 도덕법률을 제도하고 윤리원칙의 평형이 잘 잡힐 것이다. 결국 공공정책제정은 사회공평성을 보장하고, 바람직한 제도의 건설과 법률지위의 유지수단으로서 가치가 있게 될 것이다.
