Since apartments have been constructed in Korea, led by the government, from the late of 1960s, apartments currently account for more than 70% of all types of housing. Apartments have been significantly contributed to resolution of urban residence problems, but there were several problems, one of which is the problem of noise between floors. Noise between floors has become one of the serious social conflicts that may lead to an impulsive and extreme crime started from trivial fight between neighbors. For resolving the problem of noise between floors, the government has established the “Neighborhood Center”, “Happy Support Center Together With Our House” or other systems. Once “Neighborhood Center” or “Happy Support Center Together With Our House” receives a request for consultation, it will measure the field noise level and carry out dispute mediation. However, it may take long time to resolve the problem and there is little possibility of resolution. For the Environmental Dispute Mediation Committee’s measuring noise, a relevant individual should assume the expenses of KRW 400,000 ~ KRW 700,000. A mediation period is at least for more than 6 months, and in some instances, it takes several years if litigation related to the case is filed. Thus, it is necessary to secure more efficient method and system for resolving noise between floors.

우리나라에서 1960년대 후반부터 정부주도로 아파트가 건설되기 시작하여, 지금은 공동주택이 전체주거의 70%를 상회하고 있다. 공동주택은 도시의 주거문제를 해결하는데 상당히 기여하였으나, 몇 가지 문제점이 나타나고 있는데, 그 중의 하나가 층간소음 문제이다. 층간소음은 이웃 간의 사소한 다툼에서 시작하여 충동적이고 극단적인 범죄행위로 이어지는 등 심각한 사회갈등으로 치닫고 있다. 층간소음문제를 해결하기 위하여 정부는‘이웃사이센터’나 ‘우리가(家)함께 행복지원센터’ 는 등 제도를 두고 있다. ‘이웃사이센터’나 ‘우리가(家)함께 행복지원센터’에 상담이 접수되면, 현장소음 측정을 하고 분쟁 조정에 나선다. 그런데 분쟁조정까지 시간이 꽤 걸리는 데다 해결 가능성도 적다. 환경 분쟁 조정위 등에서 소음을 측정할 경우 40만~70만원의 비용을 개인이 부담해야 한다. 조정기간만 최소 6개월 이상이어서 소송까지 가면 수년이 걸리기도 한다. 따라서 층간소음을 해결하기 위한 보다 실효성 있는 방안이 필요하다.
