This study was carried out for the purpose to develop the integrated model of educational community for the free-semester. In order to achieve the objectives of the research, literatures of education community and free-semester were investigated, and practice of research school of free-semester and domestic and international best practices in educational community were analyzed. Based on the result of this research, integrated model of educational community for free-semester was developed and the model was validated through assessment by experts. Integrated model of educational community for free-semester proposed by this research consisted of central government level, local education offices-local government level, office of education support-lower local government level, and school level. Each level of educational community consists of the council and working group for free-semester. In addition, center for free-semester, which is the agent for implementing the plan set by the working group, was also proposed. Role and function of the educational communities, links among the educational communities, links among the local infrastructure, and integrated information system of free-semester and educational community integrated model were also proposed. Based on the results of the study, some recommendations were suggested for practical applications of the Model and further study.

이 연구의 목적은 자유학기제의 성공적인 운영을 위한 교육공동체 연계 모델을 개발하는데 있었다. 이러한 연구의 목적을 달성하기 위해 자유학기제 관련 교육공동체에 대한 문헌을 고찰하였고, 자유학기제 연구학교 교육공동체의 실태 및 국내·외 교육공동체 우수사례를 분석하였다. 이를 토대로 자유학기제를 위한 교육공동체 연계 모델(안)을 개발하고 전문가의 의견을 토대로 모델(안)을 평가하였으며 그 결과를 토대로 모델을 확정하였다. 이 연구를 통하여 얻은 자유학기제를 위한 교육공동체 연계 모델은 다음과 같다. 첫째, 자유학기제를 위한 교육공동체 연계 모델은 중앙정부 차원, 시·도 교육청-광역지자체 차원, 교육지원청-기초지자체 차원, 단위학교 차원별로 협의기구인 ‘자유학기제협의회’와 실무추진기구인 ‘자유학기제추진단’으로 이원화한 자유학기제를 위한 교육공동체를 제시하였다. 더불어 ‘자유학기제협의회’에서 협의 및 의사결정한 사항을 ‘자유학기제추진단’에서 계획하며 이를 실제로 추진하는 조직인 ‘실무센터’를 함께 제시하였다. 둘째, 각 교육공동체의 역할과 기능, 각 교육공동체 간의 연계 및 교육공동체들과 지역인프라의 연계, 교육공동체와 자유학기제 통합정보시스템과의 연계를 포함하는 모델을 개발하였다. 이 연구의 결과를 토대로 모델의 활용과 추후 연구를 위하여 제언을 하였다.
