This study aims to investigate the changes in the patterns of spatial distribution of information and communication technology (ICT) industries in Seoul. We also examine the industrial specialization by regional groups and the distribution characteristics of the geographic concentration index in 2002, 2007 and 2012. Based on theories of spatial agglomeration, we use Location Quotients index and the modified Ellison-Glaeser index to determine the industrial specialization and the distribution characteristics of concentration, respectively. The exploratory spatial data analysis method, including Moran's I statistics and local indicator of spatial association are also applied to detect whether the ICT industries are spatially clustered or not. The major finding is that the ICT industries are significantly concentrated in Seoul, and the spatial concentration of the ICT manufacturing industries shows deepen. The results from the exploratory spatial data analysis suggest that the ICT industries have spatially clustered around Seocho-Gangnam, Yeouido-Yongsan, and Mapo- Gangseo areas in 2012. In addition, spatial changes in clustering pattern have observed. These results shed light on the approach to facilitate the networking of the ICT industries and give some implications on the spatial-industry policy.

본 연구의 목적은 2002, 2007, 2012년의 3개년도를 대상으로 하여 서울시 정보통신기술(ICT)산업의 공간적 집중 정도를 분석하고, ICT산업 군집의 공간적 분포 패턴의 변화를 살펴보는 데에 있다. 산업의 집중 특성을 파악하기 위한 분석 방법으로 입지계수 및 Ellison-Glaeser 수정지수를 사용하여 행정동의 세부 공간적 단위에서 ICT산업이 어느 지역에서 특화되어 있는지, ICT산업 중 어떠한 세부업종이 공간적으로 집중을 이루고 있는지를 분석하였다. 또한 탐색적 공간자료분석을 위해 공간자기상관성 분석을 토대로 하여 서울시 ICT산업의 공간적 연관 패턴이 어떠한지, 그리고 그 패턴이 동태적으로 어떻게 변화하여 왔는지를 분석하였다. 분석결과에 따르면, 서울시 ICT산업은 전체 산업 대비 비중이 감소하고 있으며, ICT제조업을 중심으로 공간적 집중이 존재하는 것으로 나타났다. 공간적 분포 패턴의 측면에서는 2012년을 기준으로 서초-강남, 여의도-용산, 마포-강서 지역을 중심으로 하는 ICT산업의 공간적 군집이 관찰되었으며, 분포 패턴은 시간에 따라 변화하는 양상을 가지는 것으로 나타났다. 또한 산업구조적 측면에서는 ICT제조업의 역할이 약화된 반면 타 산업의 생산 활동을 지원하는 생산자서비스로 기능할 수 있는 ICT서비스업을 중심으로 재구조화되고 있는 것으로 나타났다. 본 연구는 서울시 ICT산업의 공간적 분포 및 연관 패턴에 대한 변화의 양상을 확인하였다는 측면에서 의의를 가진다. 본 연구의 분석결과를 바탕으로 향후 ICT산업 군집 내에서 이루어지는 암묵적 지식의 교환, 정보의 거래, 기업 간 네트워크, 인적자본 교류 등의 요소들을 살펴봄으로써 ICT산업과 관련한 공간정책을 마련할 수 있을 것으로 기대된다.
