This research aims to analyze the causes of failure in the policy of National English Ability Test(NEAT), which died off two years after the implementation despite the investment of the enormous budget of over 60 billion won, through the major concepts developed in the time lag approach. First, in the aspect of temporal relationships among cause variables, the NEAT policy was pushed for when there were no prerequisites fully prepared such as expansion of speaking and writing education in English education in schools which are needed for the NEAT policy to achieve effectiveness. Second, in terms of maturation, the NEAT policy was pursued without properly considering the maturation during which the measures for changes of English education in schools, which include revision of educational curriculum and enhancement of teachers' professionalism, could have effect, and the other maturation for teachers and students to adjust to the unfamiliar exam. Third, from the perspective of the institutional congruence, the administration and operation methods of the NEAT had limitations in bringing changes of school English education and improvement in students' communication skills, and did not agree with the environmental contexts of fairness and equity that college entrance examinations have. Fourth, in respect of time lag on recognition, there was a time lag for those concerned with the policy to perceive problems which were pointed out several times by press, public hearings, and research results, and to arrange countermeasures.

본 연구는 600억 원이 넘는 막대한 예산 투입에도 불구하고 시행 2년 만에 전면 백지화된 국가영어능력평가시험(NEAT) 정책의 실패 원인을 시차적 접근에서 개발된 주요 개념을 통해 분석하였다. 분석 결과는 다음과 같다. 첫째, 원인변수들의 시간적 관계 측면에서 살펴보면, 학교영어교육에서 말하기·쓰기 교육의 확대 등 NEAT 정책이 효과를 달성하는데 필요한 선행요건이 제대로 충족되지 못한 상태에서 NEAT 정책이 추진되었다. 둘째, 제도의 숙성기간 측면에서 살펴보면, 교육과정 개편이나 교원의 전문성 강화 등 학교영어교육의 변화를 위한 조치들이 효과를 발휘하는데 필요한 숙성기간과 생소한 시험에 교사와 학생이 적응할 수 있는 숙성기간을 제대로 고려하지 않았다. 셋째, 제도의 정합성 측면에서 살펴보면, NEAT의 시행·운영 방식은 학교영어교육의 변화와 학생의 의사소통능력 향상을 유인하는데 한계가 있었고 공정성·형평성 등 대학입시가 갖고 있는 환경적 맥락과도 부합하지 않았다. 넷째, 인지상의 시차 측면에서 살펴보면, 언론·공청회·연구결과 등을 통해 여러 차례 지적된 문제점들을 정책관련자들이 인식하고 대응방안을 마련하는데 까지 시간적 격차가 발생하였다.
